BY REPRESENTATIVE ORTEGO
HEALTH: Authorizes a cooperative endeavor between University Medical Center in
Lafayette and the Lafayette Parish School System to develop a pilot program for
coordinated school health and wellness centers
AN ACT1
To enact R.S. 17:1519.18, relative to a partnership for health care; to authorize certain2
functions of the University Medical Center in Lafayette; to provide for a pilot3
program for coordinated school health and wellness centers; to provide for goals and4
requirements of the program; to provide for conditions relative to funding5
availability; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:1519.18 is hereby enacted to read as follows: 8
ยง1519.18. University Medical Center in Lafayette; coordinated school health and9
wellness centers pilot program10
A. The legislature hereby finds and declares that good health is essential to11
a child's success in school and in life, and that delivery of basic health care and12
family support services in a school-based setting is a highly practical and fiscally13
prudent means of achieving positive outcomes in the overall well-being of children,14
their families, and communities of this state.15
B. The University Medical Center in Lafayette is hereby authorized to enter16
into a cooperative endeavor with the Lafayette Parish School System to develop a17
pilot program for coordinated school health and  wellness centers.18 HLS 12RS-1326	ENGROSSED

C. The goals of the pilot program shall include, without limitation, the1
following:2
(1) To provide primary care services to students and their family members3
such that avoidable emergency department utilization is reduced and reliance on4
costly treatments for preventable conditions diminishes in the community.5
(2) To provide incentives which facilitate greater involvement on the part of6
parents and other family members in the education of children.7
(3) To transition the overall care model of a charity hospital to one which8
features an increased level of preventive care and treatment delivered in schools and9
other community-based settings by the hospital and its community partners.10
(4)  To optimize Medicaid federal financial participation through provision11
of primary care.12
(5) To adapt successfully to systemic health policy changes during and13
pursuant to implementation of the Patient Protection and Affordable Care Act (P.L.14
111-148) in a manner which maximizes health benefits to children and families.15
(6) To design its system of services in such a manner as to facilitate16
replication of the program by partnerships among other hospitals and schools of this17
state.18
D. No later than six months after commencement of services of the pilot19
program, and annually thereafter, the University Medical Center in Lafayette shall20
submit a written report comprising an evaluation of major program aspects to the21
House Committee on Education, the Senate Committee on Education, the House22
Committee on Health and Welfare, and the Senate Committee on Health and23
Welfare.24
E. The pilot program provided for in this Section shall be subject to the25
availability of funds for such purpose. The source of monies for the pilot program26
may be any appropriation by the legislature, including federal funds, any public or27

organizations, or other business entities, and any other monies which may be1
provided by law.2

Abstract: Authorizes a cooperative endeavor between University Medical Center and the

Proposed law authorizes University Medical Center (UMC) in Lafayette to enter into a
cooperative endeavor with the Lafayette Parish School System to develop a pilot program
for coordinated school health and wellness centers.
Proposed law provides that the goals of the pilot program shall include, without limitation,
the following:
(1)To provide primary care services to students and their family members such that
avoidable emergency department utilization is reduced and reliance on costly
treatments for preventable conditions diminishes in the community.
(2)To provide incentives which facilitate greater involvement on the part of parents and
other family members in the education of children.
(3)To transition the overall care model of a charity hospital to one which features an
increased level of preventive care and treatment delivered in schools and other
community-based settings by the hospital and its community partners.
(4)To optimize Medicaid federal financial participation through provision of primary

program by partnerships among other hospitals and schools of this state.
Proposed law requires UMC to report on the pilot program to the House and Senate
committees on education and committees on health and welfare no later than six months
after commencement of services of the pilot program, and annually thereafter.
Proposed law provides that the pilot program provided for in proposed law shall be subject
to the availability of funds for such purpose. Provides that the source of monies for the pilot
program may be any appropriation by the legislature, including federal funds, any public or
private donations, gifts, or grants from individuals, corporations, nonprofit organizations,
or other business entities, and any other monies which may be provided by law.
