Regular Session, 2012 HOUSE BILL NO. 867 BY REPRESENTATIVE ORTEGO AND SENATORS ALLAIN, GUILLORY, MILLS, AND PERRY AN ACT1 To enact R.S. 17:1519.18, relative to a partnership for health care; to authorize certain2 functions of the University Medical Center in Lafayette; to provide for a pilot3 program for coordinated school health and wellness centers; to provide for goals and4 requirements of the program; to provide for conditions relative to funding5 availability; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 17:1519.18 is hereby enacted to read as follows: 8 ยง1519.18. University Medical Center in Lafayette; coordinated school health and9 wellness centers pilot program10 A. The legislature hereby finds and declares that good health is essential to11 a child's success in school and in life, and that delivery of basic health care and12 family support services in a school-based setting is a highly practical and fiscally13 prudent means of achieving positive outcomes in the overall well-being of children,14 their families, and communities of this state.15 B. The University Medical Center in Lafayette is hereby authorized to enter16 into a cooperative endeavor with the Lafayette Parish School System to develop a17 pilot program for coordinated school health and wellness centers.18 C. The goals of the pilot program shall include, without limitation, the19 following:20 (1) To provide primary care services to students and their family members21 such that avoidable emergency department utilization is reduced and reliance on22 costly treatments for preventable conditions diminishes in the community.23 ENROLLEDHB NO. 867 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (2) To provide incentives which facilitate greater involvement on the part of1 parents and other family members in the education of children.2 (3) To further provide for increased access to preventive care and treatment3 delivered in schools and other community-based settings.4 (4) To optimize Medicaid federal financial participation through provision5 of primary care.6 (5) To adapt successfully to systemic health policy changes during and7 pursuant to implementation of the Patient Protection and Affordable Care Act (P.L.8 111-148) in a manner which maximizes health benefits to children and families.9 (6) To design its system of services in such a manner as to facilitate10 replication of the program by partnerships among other hospitals and schools of this11 state.12 D. No later than six months after commencement of services of the pilot13 program, and annually thereafter, the University Medical Center in Lafayette, in14 collaboration with the Lafayette Parish School System and other community partners15 of the program, shall develop a written report comprising an evaluation of major16 program aspects and shall submit such report to the House Committee on Education,17 the Senate Committee on Education, the House Committee on Health and Welfare,18 and the Senate Committee on Health and Welfare.19 E. The pilot program provided for in this Section shall be subject to the20 availability of funds for such purpose. The source of monies for the pilot program21 may be any appropriation by the legislature, including federal funds, any public or22 private donations, gifts, or grants from individuals, corporations, nonprofit23 organizations, or other business entities, and any other monies which may be24 provided by law.25 ENROLLEDHB NO. 867 Page 3 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. F. The pilot program provided for in this Section shall not offer any services,1 counseling, or referral activities which are prohibited pursuant to the provisions of2 R.S. 40:31.3(C).3 SPEAKER OF THE HOUSE OF REPRESENTATI VES PRESIDENT OF THE SENATE GOVERNOR OF THE STATE OF LOUISIANA APPROVED:
