ELECTION CODE:  Repeals provisions relative to certain displaced registrants
AN ACT1
To repeal R.S. 18:101(F), relative to voter registration and voting; to repeal certain2
provisions of law relative to registrants displaced from their place of residence by the3
effects of a gubernatorially declared state of emergency; and to provide for an4
effective date.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 18:101(F) is hereby repealed in its entirety.7
Section 2.  This Act shall become effective on January 1, 2013.8

Abstract: Repeals certain provisions of law relative to registrants displaced from their
place of residence by the effects of a gubernatorially declared state of emergency.
Present law provides relative to qualifications for registering to vote. Provides generally that
every citizen of the state who is at least 18 or will attain that age on or before the next
election; is an actual bona fide resident of the state and the parish, municipality, if any, and
precinct in which he offers to register as a voter; is not disfranchised; and who complies with
the provisions of present law shall be eligible to register to vote in local, state, and national
elections held in the state.
Proposed law retains present law.
Present law provides that a person who has been involuntarily displaced from his place of
residence by the effects of a gubernatorially declared state of emergency shall not be

resident of the state and parish in which he is registered to vote unless he has either
established a new domicile or has changed his registration to an address outside the voting
district.
Proposed law repeals present law.
Effective Jan. 1, 2013.
