TRAFFIC/VIOLATIONS: Requires traffic camera systems to use a standardized caution
light time
AN ACT1
To enact R.S. 32:43, relative to automated traffic enforcement systems, to require traffic2
camera systems to use a standardized caution light time as recommended by the3
National Motorist Foundation; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 32:43 is hereby enacted to read as follows: 6
ยง43.  Caution light standards; automated traffic enforcement systems7
A. Any municipality or local governing authority in this state which utilizes8
automated enforcement systems to issue traffic citations shall use the maximum9
caution or "yellow light" interval duration of six seconds as recommended by the10
National Motorist Association Foundation and the Institute of Transportation11
Engineers' Technical Committee for all intersections, as the absolute minimum12
caution interval duration for any intersection utilizing an automated enforcement13
system. 14
B. For the purposes of this Section, the term "automated traffic enforcement15
system", means a camera or an optical device erected alongside a public road, street,16
or highway, or at a traffic light intersection and installed to work in conjunction with17
a traffic control signal or radar speed detection equipment, or both, and designed to18
photographically record images of the license plate or other identifying feature of a19

signal or a posted traffic sign. The term shall also mean a camera or optical device1
which is attached to a vehicle parked along a public road, street, or highway, and2
installed to work in conjunction with a traffic control signal or radar speed detection3
equipment, or both.4
