HOUSE CONCURRENT RESOLUTI ON NO. 107

A CONCURRENT RESOLUTI ON
To urge and request the House Committee on House and Governmental Affairs and the
Senate Committee on Senate and Governmental Affairs to meet and function as a
joint committee to study financial disclosure and ethics training requirements for the
calendar year in which the terms of office end for elected officials whose terms end
early in the calendar year.
WHEREAS, the Code of Governmental Ethics requires each elected official in the
state to file annual financial disclosure statements with the Board of Ethics; and
WHEREAS, an elected official must file a financial disclosure statement each year
during which he or she holds office and in the year following the termination of the holding
of the office; and
WHEREAS, the Code of Governmental Ethics requires each elected official in the
state to receive one hour of education training on the code during each year of his term of
office; and
WHEREAS, the terms of office of many elected officials begin and end in January;
and
WHEREAS, the outgoing official under these circumstances serves a short period
of time during that calendar year; and
WHEREAS, this service appears to trigger the requirement that the official file a
financial disclosure statement that year and the following year and may require the official
to receive ethics training during that year.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the House Committee on House and Governmental Affairs and the Senate
Committee on Senate and Governmental Affairs to meet and function as a joint committee ENROLLEDHCR NO. 107

to study financial disclosure and ethics training requirements for the calendar year in which
the terms of office end for elected officials whose terms end early in the calendar year.
