A CONCURRENT RESOLUTI ON
To commend H. "Butch" Browning, Jr., upon his retirement for his service to the state as the
Louisiana State Fire Marshal.
WHEREAS, upon his retirement from service to the state as the State Fire Marshal,
it is appropriate that a sincere and heartfelt measure of commendation and appreciation be
expressed to H. "Butch" Browning, Jr., for his extraordinary dedication and distinguished
career; and
WHEREAS, as a young child, Fire Marshal Browning personally witnessed the
destructive power of fire and has since dedicated his entire life to public safety and service
to his community and state in his quest to protect the lives and property of the citizens of this
state; and
WHEREAS, Butch Browning was appointed the Louisiana State Fire Marshal on
March 8, 2008, by Governor Bobby Jindal and served in that capacity with a dedicated spirit
and intense determination, honor, and distinction until April of 2012; and
WHEREAS, Fire Marshal Browning's incredible wealth of knowledge and
experience in firefighting, fire training, and response and emergency preparedness gave him
the experience necessary to ensure the safety of the citizens of the state and the state has
benefitted from his leadership, knowledge, and service; and  ENROLLEDHCR NO. 109

WHEREAS, since entering public service as a sheriff's deputy for East Baton Rouge
Parish in 1986, Butch has served in all levels of the fire service, from teaching firefighting
techniques as an adjunct professor at LSU, serving as an assistant fire chief in Baton Rouge
and proudly serving as Fire Chief for the City of Gonzales prior to his appointment as fire
marshal; and
WHEREAS, he is certified in fire administration, fire suppression, fire prevention,
and fire education levels at the National Fire Academy and Oklahoma State University,
holds a fire science degree from LSU-Eunice, and is a graduate of the National Fire
Academy's Executive Fire Officer Program; and
WHEREAS, Browning developed a paramedic ALS transport system, created a fire
safety program called "Project Life Saver" and the "Effective Fire Drill" program for fire
safety in schools; and
WHEREAS, numerous accomplishments mark his distinguished career including
being an Eagle Scout, past president of the Louisiana State Fireman's Association, past
president of the Louisiana Arson and Fire Prevention Association, the Commission on
Professional Credentialing chief fire officer, a member of the Louisiana Fire Chiefs
Association and the International Association of Fire Chiefs and is a nationally registered
emergency medical technician; and
WHEREAS, he is a recipient of the 2000 and 2006 Roy Robichaux Legislative
Award, was named the 1996 Louisiana Fireman of the Year by the American Legion, and
was named District 6 Officer of the Year in 1988, 1989, 1991, and 1993; and
WHEREAS, Butch Browning merits the highest commendation and sincere
congratulations for his exemplary service as the Louisiana State Fire Marshal and for his
outstanding contributions to the state of Louisiana and its citizens.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend H. "Butch" Browning, Jr., for his service as the Louisiana State Fire Marshal and
for his exceptional career and service to the state, does hereby express to him enduring
appreciation for his distinguished service, does hereby recognize and record his vital
contributions and tireless dedication to excellence, and does hereby extend to him best
wishes for continued success and happiness in all of his future endeavors. ENROLLEDHCR NO. 109

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
