HOUSE CONCURRENT RESOLUTI ON NO. 122
BY REPRESENTATIVE BROSSETT
A CONCURRENT RESOLUTI ON
To commend Keith A. Doley of New Orleans upon being invested as the Honorary Consul
for the Republic of South Africa.
WHEREAS, it is appropriate to commend Keith A. Doley upon the memorable and
historic occasion of being invested as the Honorary Consul for the Republic of South Africa;
and
WHEREAS, the World Trade Center New Orleans performs administrative duties
for the New Orleans Consular Corps, a body formed by career and honorary consuls who are
either nationals of the countries they represent, United States citizens, or legal residents of
this state and who perform their diplomatic duties by promoting peace, culture, arts, trade,
and commerce and strengthening the ties of friendship and understanding among the peoples
of the world; and
WHEREAS, a New Orleans native, Keith A. Doley has been a practicing attorney
in the city since 1987, having begun his legal career as an assistant city attorney before
becoming a sole practitioner in 1991; and
WHEREAS, Mr. Doley's practice focuses on civil litigation and juvenile neglect and
abuse cases, and the Louisiana Supreme Court has appointed him to serve as an ad hoc judge
with duties extending to the New Orleans Juvenile Court, First City Court for the city of
New Orleans, and Traffic Court for the city of New Orleans; and
WHEREAS, Mr. Doley has taught at Southern University at New Orleans as a
visiting professor of business administration and criminal justice; and
WHEREAS, in the early 1970s, Mr. Doley began his career as a securities broker at
Howard, Weil, Labouisse and Friedrichs, where he covered the accounts of institutional
investors, and he later worked at Conoco as an oil exchange trader in the mid-1970s; upon ENROLLEDHCR NO. 122

leaving Conoco, he became a licensed real estate broker in New Orleans and Houston before
attending law school; and
WHEREAS, as one of the founders and officiators of the Jamaica Sunset Continuing
Legal Education/Continuing Legal Education of Louisiana, Mr. Doley has spent several
years planning and executing an annual continuing legal education program that brings
together Louisiana attorneys from various fields of legal expertise; the organization and its
continuing legal education programs also function as fundraisers for the scholarship
foundation of the Louisiana Judicial Council of the National Bar Association; and
WHEREAS, Mr. Doley attended Xavier Preparatory High School in New Orleans,
received his bachelor's degree at Xavier University of New Orleans, and obtained his law
degree from the Southern University Law Center; and
WHEREAS, Mr. Doley is an active member of his community and a dedicated
philanthropist; and
WHEREAS, Keith A. Doley merits a special measure of commendation for the
tremendous pride and honor he brings to the city of New Orleans, the state of Louisiana, and
the United States of America.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Keith A. Doley of New Orleans upon being invested as the Honorary Consul for
the Republic of South Africa, does hereby recognize and record for posterity his outstanding
achievements and singular contributions to his community, state, and nation, and does
hereby extend to him best wishes for continuing success and happiness in all of his future
endeavors.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Keith A. Doley.
