ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 144 BY REPRESENTATIVE CHAMPAGNE A CONCURRENT RESOLUTI ON To urge and request the Governor's Advisory Commission on Coastal Restoration, Protection and Conservation to review the funding opportunities available for the 2012 Coastal Master Plan and report to the legislature and the governor's office regarding the expected level of local, state, federal, and private funding required to achieve the goals of the plan and to recommend steps to be taken to timely secure each component of this funding. WHEREAS, the 2012 Coastal Master Plan provides a fifty-year, fifty billion dollar base plan to restore and sustain the Louisiana coast; and WHEREAS, the funding for this plan is to be derived from both private and public dollars, including federal, state, and local funding; and WHEREAS, state and local funding will be an important funding source for the coastal plan and Louisiana residents need a good appreciation for the amount and timing of state and local funding necessary in order to properly support the activities of the 2012 Coastal Master Plan; and WHEREAS, the current public and private funding sources were not designed to support the size of the coastal program currently contemplated by the 2012 Coastal Master Plan and consideration must be given to how coastal funding can be set at a consistent and appropriate level to timely achieve the goals of the 2012 Coastal Master Plan; and WHEREAS, R.S. 49:214.4.1(E)(6) tasks the Governor's Advisory Commission on Coastal Restoration, Protection and Conservation to assist in the identification of potential sources of funding for integrated coastal protection programs and to develop advice with respect to developing recommendations for expenditures which are in the best interest of the state. ENROLLEDHCR NO. 144 Page 2 of 2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Governor's Advisory Commission on Coastal Restoration, Protection and Conservation to review the funding opportunities available for the 2012 Coastal Master Plan and report to the governor's office, the Senate Committee on Finance, the Senate Select Committee on Coastal Restoration and Flood Control, the House Committee on Appropriations, the House Committee on Natural Resources and Environment, and the House Committee on Transportation, Highways and Public Works regarding the expected level of local, state, federal, and private funding required to achieve the goals of the plan and to recommend steps to be taken to timely secure each component of this funding. BE IT FURTHER RESOLVED that the Governor's Advisory Commission on Coastal Restoration, Protection and Conservation may solicit and utilize input and analysis from relevant and reliable sources to complete the requested report. BE IT FURTHER RESOLVED that a copy of this Resolution be provided to the Governor's Advisory Commission on Coastal Restoration, Protection and Conservation.
