HLS 12RS-4184 ORIGINAL Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 147 BY REPRESENTATIVE HARRISON HIGHER ED/BD REGENTS: Requests the Board of Regents to study and report on the reorganization of the governance of La. public colleges and universities that offer academic degrees at the baccalaureate level and higher as proposed by HB No. 927 of the 2012 R.S. A CONCURRENT RESOLUTI ON1 To urge and request the Board of Regents to review the current placement of Louisiana2 public colleges and universities that offer academic degrees at the baccalaureate level3 and higher in either the Louisiana State University System, the Southern University4 System, or the University of Louisiana System, to study the benefits to public5 postsecondary education in our state and to the citizens of Louisiana that can be6 achieved by reorganizing the existing structure to the organizational structure7 proposed by House Bill No. 927 of the 2012 Regular Session of the Legislature, and8 to report in writing on study findings, conclusions, and recommendations.9 WHEREAS, R.S. 17:3215 through 3217 places each of the state's public colleges and10 universities that offer academic degrees at the baccalaureate level and higher in either the11 Louisiana State University System, the Southern University System, or the University of12 Louisiana System; and13 WHEREAS, House Bill No. 927 of the 2012 Regular Session of the Legislature was14 introduced to reorganize this structure by moving certain colleges and universities from one15 public postsecondary education management board to another; and 16 WHEREAS, when House Bill No. 927 of the 2012 Regular Session of the Legislature17 was considered by the House Committee on Education, legal counsel to the Board of18 Regents testified that any action by the legislature on this matter was premature due to the19 provisions of Article VIII, Section 5(D)(3)(b) of the Constitution of Louisiana which20 HLS 12RS-4184 ORIGINAL HCR NO. 147 Page 2 of 2 provides for the board to study any such proposed reorganization and to report its1 recommendations; and2 WHEREAS, despite the volumes and volumes of studies done in the last several3 years by the Board of Regents relative to the governance, management, supervision, and4 organization of public postsecondary education in our state, the author of House Bill No. 9275 of the Regular Session of the Legislature voluntarily deferred further consideration of the6 bill to permit the board to conduct yet another study in order to make its recommendation7 on the merits of the proposed legislation.8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby9 urge and request the Board of Regents to review the current placement of Louisiana public10 colleges and universities that offer academic degrees at the baccalaureate level and higher11 in either the Louisiana State University System, the Southern University System, or the12 University of Louisiana System, to study the benefits to public postsecondary education in13 our state and to the citizens of Louisiana that can be achieved by reorganizing the existing14 structure to the organizational structure proposed by House Bill No. 927 of the 2012 Regular15 Session of the Legislature, and to report in writing on study findings, conclusions, and16 recommendations to the legislature as provided by R.S. 24:771 and 772 and to the House17 Committee on Education and the Senate Committee on Education by not later than sixty18 days prior to the convening of the 2013 Regular Session of the Legislature of Louisiana.19 BE IT FURTHER RESOLVED that copies of this Resolution shall be distributed to20 the chairman of the Board of Regents and to the commissioner of higher education.21 DIGEST The digest printed below was prepared by House Legislative Services.
