ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 187 BY REPRESENTATIVE SIMON AND SENATOR HEITMEIER A CONCURRENT RESOLUTI ON To commend Dr. Randall L. Lemoine for thirty-five years of dedicated service to the citizens of the state of Louisiana as an employee of the Louisiana Department of Health and Hospitals. WHEREAS, Dr. Randall L. "Randy" Lemoine is a native of New Orleans, Louisiana; and WHEREAS, Dr. Lemoine graduated from De La Salle High School in New Orleans; and WHEREAS, Dr. Lemoine received a bachelor's degree in psychology and master's degree in psychology in 1973 and 1975, respectively, from the University of New Orleans; and WHEREAS, in 1981, Dr. Lemoine received his doctoral degree in psychology from Louisiana State University; and WHEREAS, from 1973 through 1977, Dr. Lemoine was a student worker for the University of New Orleans, the Louisiana State University Department of Psychiatry, and the New Orleans Public Schools State Appraisal Team while attending college; and WHEREAS, in 1977, Dr. Lemoine began his thirty-five years of dedicated service to the state of Louisiana as an employee of the Department of Health and Hospitals, then known as the Department of Health and Human Resources; and WHEREAS, Dr. Lemoine has held several positions within the office of behavioral health (formerly known as the office of mental health), including mental health executive director, program manager 4, and psychologist; and WHEREAS, Dr. Lemoine's wealth of knowledge and expertise has served the department through several administrations by educating and guiding departmental officials and legislators regarding data-informed decisionmaking; and ENROLLEDHCR NO. 187 Page 2 of 2 WHEREAS, Dr. Lemoine has been an invaluable resource in the development of the department's data warehouse and the implementation of the Coordinated System of Care for children and adults with behavioral health issues as it related to the complex data reporting system; and WHEREAS, Dr. Lemoine currently serves as director of business intelligence for the office of behavioral health; and WHEREAS, it has been a privilege for department staff to learn from and work with Dr. Lemoine, and he has touched the lives of those he worked with inside and outside the department; and WHEREAS, Dr. Lemoine's work for the department has positively impacted the lives of so many of the citizens of Louisiana who have received services from the office of behavioral health; and WHEREAS, upon his retirement, Dr. Lemoine is looking forward to being able to pursue more time with his family and develop his private practice working with families, children, and adolescents. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and extend gratitude to Dr. Randall L. "Randy" Lemoine for his outstanding service of thirty-five years to the Louisiana Department of Health and Hospitals and the citizens of Louisiana, and does hereby congratulate and wish him well on the occasion of his retirement.
