HOUSE CONCURRENT RESOLUTI ON NO. 200
BY REPRESENTATIVE HUNTER
A CONCURRENT RESOLUTI ON
To urge and request the Ouachita Parish School Board and the Monroe City School Board
to take certain actions to facilitate achieving unitary status for their respective school
districts.
WHEREAS, a racially segregated school system is detrimental to the education of
all students; and
WHEREAS, the United States Supreme Court concluded in Brown v. Board of
Education that separate is inherently unequal in the context of public education; and
WHEREAS, the Ouachita Parish School Board and the Monroe City School Board
should make every effort to ensure that their students are provided with a single school
system that provides that same high quality education to all students; and
WHEREAS, efforts to achieve unitary status are also complicated by the opening of
charter schools and the awarding of vouchers that allow students to attend nonpublic
schools; and
WHEREAS, care in drawing school attendance zones is one crucial step school
boards can use to ensure that schools are not being segregated by race, class, or any other
characteristic.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Ouachita Parish School Board and the Monroe City School Board to
redraw school attendance zone districts so that their respective school districts can achieve
unitary status.
BE IT FURTHER RESOLVED that the legislature requests the Ouachita Parish
School Board and the Monroe City School Board cease the granting of charters and revoke
all charters they have issued within the last year and further that they not participate in the ENROLLEDHCR NO. 200

state's voucher program until a federal court grants their respective school districts unitary
status.
