HOUSE CONCURRENT RESOLUTI ON NO. 97
BY REPRESENTATIVES HOFFMANN, ANDERS, CHANEY, FANNIN, HUNTER,
KATRINA JACKSON, JAY MORRIS, PYLANT, AND SHADOIN AND
SENATORS GALLOT, KOSTELKA, RISER, THOMPSON, AND WAL SWORTH
COMMENDATIONS:  Commends Charles "Charlie Mac" McDonald of Bastrop, former
state representative, for his contributions to education in La., including authoring the
legislation that created TOPS
A CONCURRENT RESOLUTI ON1
To commend Charles "Charlie Mac" McDonald of Bastrop, former state representative, and2
to express enduring gratitude for his outstanding contributions to education in the3
state of Louisiana.4
WHEREAS, it is appropriate to recognize Charles "Charlie Mac" McDonald for his5
singular contributions to the improvement of education in Louisiana; and6
WHEREAS, Charles McDonald holds a bachelor of science degree in education7
administration, a master of education degree, and a doctor of education degree; and8
WHEREAS, Dr. McDonald's long and productive career in education spanned more9
than three decades, during which time he served with distinction as a teacher, coach, and10
principal in West Carroll and Morehouse parishes and as a director of student services and11
financial aid and a professor in the college of education at the University of Louisiana at12
Monroe; and13
WHEREAS, Dr. McDonald served with great effectiveness and productivity as a14
member of the Louisiana House of Representatives from 1991 until 2008, during which time15
he fully used every opportunity to serve the citizens of his district and the state in an16
honorable and dedicated manner; and17
WHEREAS, during his time in the House of Representatives, Representative18
McDonald authored many important pieces of legislation, including the landmark 1997 bill19 HLS 12RS-2307	ORIGINAL

that created the Tuition Opportunity Program for Students (TOPS), now known as the Taylor1
Opportunity Program for Students, the merit-based scholarship program that has helped2
hundreds of thousands of Louisiana students to achieve their educational goals; and3
WHEREAS, 2012 marks the fifteenth anniversary of TOPS, and upon this historic4
anniversary, Charles McDonald merits a sincere measure of commendation as the author of5
the legislation that created TOPS and for his singular contributions to education in the state6
of Louisiana.7
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby8
commends Charles "Charlie Mac" McDonald, former state representative, for his9
outstanding contributions to education in the state, hereby expresses enduring appreciation10
for his unwavering efforts on behalf of the students of Louisiana, and hereby recognizes and11
records for posterity the special place he holds in the annals of the history of the state of12
Louisiana.13
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted14
to Charles "Charlie Mac" McDonald. 15
