HOUSE CONCURRENT RESOLUTI ON NO. 97
BY REPRESENTATIVES HOFFMANN, ANDERS, CHANEY, FANNI N, HUNTER,
KATRINA JACKSON, JAY MORRIS, PYLANT, AND SHADOIN AND
SENATORS GALLOT, KOSTELKA, RISER, JOHN SMITH, THOMPSON, AND
WALSWORTH
A CONCURRENT RESOLUTI ON
To commend Charles "Charlie Mac" McDonald of Bastrop, former state representative, and
to express enduring gratitude for his outstanding contributions to education in the
state of Louisiana.
WHEREAS, it is appropriate to recognize Charles "Charlie Mac" McDonald for his
singular contributions to the improvement of education in Louisiana; and
WHEREAS, Charles McDonald holds a bachelor of science degree in education
administration, a master of education degree, and a doctor of education degree; and
WHEREAS, Dr. McDonald's long and productive career in education spanned more
than three decades, during which time he served with distinction as a teacher, coach, and
principal in West Carroll and Morehouse parishes and as a director of student services and
financial aid and a professor in the college of education at the University of Louisiana at
Monroe; and
WHEREAS, Dr. McDonald served with great effectiveness and productivity as a
member of the Louisiana House of Representatives from 1991 until 2008, during which time
he fully used every opportunity to serve the citizens of his district and the state in an
honorable and dedicated manner; and
WHEREAS, during his time in the House of Representatives, Representative
McDonald authored many important pieces of legislation, including the landmark 1997 bill
that created the Tuition Opportunity Program for Students (TOPS), now known as the Taylor
Opportunity Program for Students, the merit-based scholarship program that has helped
hundreds of thousands of Louisiana students to achieve their educational goals; and ENROLLEDHCR NO. 97

WHEREAS, 2012 marks the fifteenth anniversary of TOPS, and upon this historic
anniversary, Charles McDonald merits a sincere measure of commendation as the author of
the legislation that created TOPS and for his singular contributions to education in the state
of Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby
commends Charles "Charlie Mac"  McDonald, former state representative, for his
outstanding contributions to education in the state, hereby expresses enduring appreciation
for his unwavering efforts on behalf of the students of Louisiana, and hereby recognizes and
records for posterity the special place he holds in the annals of the history of the state of
Louisiana.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Charles "Charlie Mac" McDonald.
