GOVERNMENT ORGANIZATION: Requests the House Committee on House and
Governmental Affairs Committee to study and make recommendations relative to
the oganization of the executive branch of state government
A STUDY REQUEST1
To the House Committee on House and Governmental Affairs to study the organization of2
the executive branch of state government and to report its findings and3
recommendations to the House of Representatives prior to the convening of the 20134
Regular Session of the Legislature of Louisiana.5
WHEREAS, pursuant to a mandate of the Louisiana Constitution of 1974, the6
legislature reorganized the executive branch of state government into twenty departments,7
provided for the organization of each department, and created certain organizational8
structures to provide for further internal consolidation within departments; and9
WHEREAS, since that time the legislature has provided only limited oversight of10
executive branch organization and there is a continuing need to examine the organizational11
structure of state government in order to consolidate functions, achieve efficiencies,12
eliminate duplication, and fully utilize resources and personnel; and 13
WHEREAS, Article IV, Section 1 of the Constitution of Louisiana provides that14
reallocation of the functions, powers, and duties of all departments, offices, agencies, and15
other instrumentalities of the executive branch, except those allocated by the constitution,16
shall be as provided by law; and17
WHEREAS, current budget constraints suggest that a review of the executive branch18
with a view toward efficient and effective organization may be a timely and productive19

THEREFORE, the House of Representatives of the Legislature of Louisiana requests1
the House Committee on House and Governmental Affairs to study the organization of the2
executive branch of state government and to report its findings and recommendations to the3
House of Representatives prior to the convening of the 2013 Regular Session of the4
Legislature of Louisiana.5
