Regular Session, 2012 ENROLLED SENATE BILL NO. 104 BY SENATOR NEVERS AN ACT1 To amend and reenact R.S. 17:3164(A)(2)(b), 3167(E), and 3168, relative to postsecondary2 education; to provide relative to articulation and transfer of credit between and3 among public secondary and postsecondary educational institutions; to provide4 relative to the development and implementation of a statewide common course5 numbering system; to provide relative to reporting requirements; and to provide for6 related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 17:3164(A)(2)(b), 3167(E), and 3168 are hereby amended and9 reenacted to read as follows: 10 §3164. Common course numbering system11 A.(1)12 * * *13 (2)14 * * * 15 (b) The development and implementation of the statewide common course16 numbering system shall be prioritized as follows:17 (i) All courses required for completion of associate of arts and associate of18 science degree programs approved by the council for transfer to four-year19 educational institutions. Common course numbers shall first be developed and20 assigned to the required general education courses, and then for the specified21 common course prerequisites.22 (ii) All lower division courses.23 (iii) All undergraduate courses.24 All courses contained in the general education core curriculum as25 established by the Board of Regents.26 (ii) All courses required for completion of the associate of arts and27 ACT No. 623 SB NO. 104 ENROLLED Page 2 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. associate of science transfer degrees.1 (iii) All remaining lower division courses.2 (iv) All remaining undergraduate courses.3 * * *4 §3167. Implementation and funding5 * * *6 E.(1) The highest priority implementation category for the statewide course7 numbering system, relative to the transfer of approved associate degrees, shall be8 completed not later than the beginning of the 2010-2011 academic year.9 (2) All remaining lower division and undergraduate courses shall then be10 evaluated and incorporated into the system as provided in this Chapter and the11 statewide course numbering system shall be completed and fully implemented not12 later than the end of the 2011-2012 academic year. Common course numbers and13 content for the courses contained in the Board of Regents' general education14 core curriculum shall be established during the 2012-2013 academic year.15 (2) Common course numbers and content for the courses required for16 completion of the associate of arts and associate of science transfer degrees shall17 be established during the 2013-2014 academic year.18 (3) Common course numbers and content for all remaining lower19 division courses shall be established during the 2014-2015 academic year.20 (4) Common course numbers and content for all remaining21 undergraduate courses shall be established by the end of the 2015-201622 academic year.23 * * *24 §3168. Reporting25 Beginning in 2010, the The Board of Regents shall submit a written report26 to the Senate and House committees on education, not later than January thirty-first27 September thirtieth and July thirty-first of each year, on the status of statewide28 articulation and transfer of credit across all educational institutions in Louisiana as29 provided in this Chapter. (1) The number and percentage of students who complete an associate1 transfer degree program.2 (2) The number and percentage of students who earn an associate3 transfer degree and subsequently transfer to a four-year college or university.4 (3) The number and percentage of transfer students who complete a5 baccalaureate degree, to be reported in aggregate and by the individual6 postsecondary institution awarding such degree.7 (4) A comparison of the academic performance of transfer students and8 native students including the number of credits earned, degrees awarded, and9 time to completion of degree. Such information shall be reported in aggregate10 and by each institution of postsecondary education.11 Section 2. This Act shall become effective upon signature by the governor or, if not12 signed by the governor, upon expiration of the time for bills to become law without signature13 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
