AN ACT1
To enact R.S. 14:131.1, relative to the failure to report certain crimes; to create the crime of2
failure to report the commission of certain felonies; to provide relative to privileges3
of confidentiality; to provide for penalties; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 14:131.1 is hereby enacted to read as follows: 6
ยง131.1.  Failure to report the commission of certain felonies7
A. It shall be unlawful for any person having knowledge of the8
commission of any homicide, rape, or sexual abuse of a child to fail to report or9
disclose such information to a law enforcement agency or district attorney,10
except when the person having such knowledge is bound by any privilege of11
confidentiality recognized by law.12
B. Whoever violates the provisions of this Section shall be fined not more13
than five hundred dollars, or imprisoned, with or without hard labor, for not14
more than one year, or both.15
Section 2. This Act shall become effective upon signature by the governor or, if not16
signed by the governor, upon expiration of the time for bills to become law without signature17
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If18
vetoed by the governor and subsequently approved by the legislature, this Act shall become19
effective on the day following such approval.20
