AN ACT1
To amend and reenact R.S. 23:151 and 183, relative to the employment of minors; to2
provide for certain exceptions; to provide for employment certificates; and to provide3
for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 23:151 and 183 are hereby amended and reenacted to read as6
follows:7
§151. Application of provisions8
The provisions of this Part shall not apply to minors employed in agriculture,9
domestic services in private homes, nor shall they be construed as conflicting with10
any laws requiring minors to attend school. Relief from the disabilities which attach11
to minority shall not in no way defeat the protections extended by this Chapter to12
persons under the age of eighteen.13

§183. Persons authorized to issue15
A. Employment Except as provided in Subsection B of this Section,16
employment certificates shall may be issued by either of the following:17
(1)  the The parish or city public school superintendent or by his or her18
designated representative.19
(2) By the principal of a public or private school or by his designated20
representative.21
B. If the student is a home study program participant, the employment22
certificate may be issued by any person authorized to issue an employment23
certificate pursuant to Subsection A of this Section.24

public school governing authority or his designee, or the private school1
principal or his designee must shall completely fill out and electronically submit the2
Employment Certificate Interactive Form located on the Louisiana Workforce3
Commission's website. The employment certificate shall be printed online from the4
website from the information that has been entered onto the department's5
employment certificate database. The original employment certificate shall be signed6
by the minor and the issuing authority and presented to the minor for delivery to his7
or her employer.8
