To enact R.S. 17:1994(C) and 3217.3, relative to community and technical colleges; to2
provide for the merger of the certain Louisiana Technical College campuses with3
Louisiana Delta Community College; to provide relative to the transfer of the4
students, employees, funds, obligations, property, programs, facilities, and functions5
of such technical college campuses to Louisiana Delta Community College; to6
provide relative to performance agreements with the Board of Regents; to provide7
for effectiveness; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 17:1994(C) and 3217.3 are hereby enacted to read as follows: 10
§1994. Regional coordination and planning of postsecondary vocational-technical11
education; establishment and composition of regions12

C.  The Bastrop, Delta-Ouachita, North Central, Northeast Louisiana,14
Ruston, and Tallulah campuses of the Louisiana Technical College as provided15
for in Paragraphs (B)(5), (8), (24), (25), (29), and (39) of this Section shall be16
considered part of, and under the management of, the Louisiana Technical17
College until such time as each institution is merged with Louisiana Delta18
Community College and all funds, obligations, property, programs, facilities,19
and functions related to each such technical college campus are transferred to20
Louisiana Delta Community College.21

determined by formal action taken by the Board of Supervisors of Community1
and Technical Colleges, the Bastrop, Delta-Ouachita, North Central, Northeast2
Louisiana, Ruston, and Tallulah campuses of the Louisiana Technical College3
are hereby merged with Louisiana Delta Community College, and on the4
effective date of the merger all funds, obligations, property, programs, facilities,5
and functions related to such technical college campuses are hereby transferred6
to Louisiana Delta Community College.7
B.  All performance agreements between the Bastrop, Delta-Ouachita,8
North Central, Northeast Louisiana, Ruston, and Tallulah campuses of the9
Louisiana Technical College and Louisiana Delta Community College and the10
Board of Regents executed pursuant to the provisions of R.S. 17:3139 et seq.,11
prior to the effective date of this Section shall remain in effect until such time12
as the performance agreement between Louisiana Delta Community College13
and the Board of Regents is modified to reflect the expanded mission of that14
institution and such modified performance agreement is certified by the Board15
of Supervisors of Community and Technical Colleges.16
C.(1) Louisiana Delta Community College shall provide educational17
programs and services through the locations and facilities that served as the18
Bastrop, Delta-Ouachita, North Central, Northeast Louisiana, Ruston, and19
Tallulah campuses of the Louisiana Technical College prior to the effective date20
of this Section, and through any other postsecondary campus or institution21
which may become a part of Louisiana Delta Community College or its primary22
service delivery area.23
(2) Any student enrolled in a program or course of study at the Bastrop,24
Delta-Ouachita, North Central, Northeast Louisiana, Ruston, or Tallulah25
campuses of the Louisiana Technical College shall be permitted to complete26
such program or course of study at no greater cost or conditions than those27
applicable to the student prior to the merger of such campuses with Louisiana28
Delta Community College, provided all applicable aid and scholarships are first29
applied to the student's cost of attendance and the student completes his30 SB NO. 645	ENROLLED

program or course of study within two years of such merger.1
D. The Board of Supervisors of Community and Technical Colleges shall2
review the programs and employees of the Bastrop, Delta-Ouachita, North3
Central, Northeast Louisiana, Ruston, and Tallulah campuses of the Louisiana4
Technical College and Louisiana Delta Community College and provide for an5
employee transition at all affected institutions and campuses consistent with6
effective and efficient delivery of educational services and the expanded mission7
of Louisiana Delta Community College.8
Section 3. This Act shall become effective upon signature by the governor or, if not9
signed by the governor, upon expiration of the time for bills to become law without signature10
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If11
vetoed by the governor and subsequently approved by the legislature, this Act shall become12
effective on the day following such approval.13
