SENATE BILL NO. 661

AN ACT1
To authorize the Chennault International Airport Authority to transfer certain property to the2
governing authority of the city of Lake Charles; to provide for the property3
description; to provide for reservation of mineral rights; to provide terms and4
conditions; and to provide for related matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  The Chennault International Airport Authority, notwithstanding any8
other provision of law to the contrary, is hereby authorized and empowered to convey,9
transfer, assign, lease or deliver any interest, excluding mineral rights, the authority10
may have to all or any portion of the following described parcel of property to the11
governing authority of the city of Lake Charles:12
A certain tract of land, including all improvements located thereon,13
situated and lying South of the Right-of-Way Line of Old U.S. Highway 9014
(Broad Street), said point of commencement being located South 0 degrees 13'15
36" East 40 feet and North 89 degrees 51' 38" East 1400.58 feet from the16
Northwest Corner of Section 2, Township 10 South, Range 8 West, Lake17
Charles, Calcasieu Parish, Louisiana, said point of commencement also being18
the Northeast Corner of property sold by McNeese State University to William19
E. Slocum Jr., and more particularly described as follows, to wit:20
Thence South 0 degrees 56' 31" West 984.81 feet more or less along the21
East Line of property sold by McNeese State University to William E. Slocum22
Jr. and A.P. Leonards to the North Line of tract owned by the City of Lake23
Charles, Louisiana; Thence South 89 degrees 27' 32" East 1312.22 feet along the24
North Line of property owned by the City of Lake Charles, Louisiana; Thence25
North 1 degree 06' 31" East 22.79 feet; Thence North 0 degrees 06' 29" West26
977.25 feet to the South Right-of-Way of Old U.S. Highway 90 (Broad Street);27

Thence South 89 degrees 51' 38" West 1294.22 feet along the South Right-of-1
Way Line of Old U.S. Highway 90 (Broad Street) to the point of commencement2
and containing 29.69 acres, more or less.3
Section 2. The Chennault International Airport Authority is hereby authorized4
to enter into such agreements, covenants, conditions, and stipulations and to execute5
such documents as are necessary to properly effectuate any conveyance, transfer,6
assignment, lease or delivery of title, excluding mineral rights, to the property7
described in Section 1 herein, and as more specifically described in any such agreement8
entered into and documents executed by and between the Chennault International9
Airport Authority and the governing authority of the city of Lake Charles, in exchange10
of consideration proportionate to at least the appraised value of the property.11
Section 3. This Act shall take effect and become operative if and when the Act12
which originated as Senate Bill No. 219 of this 2012 Regular Session of the Legislature is13
enacted and becomes effective.14
