SENATE BILL NO. 691
BY SENATOR BUFFINGTON 
COLLEGES/UNIVERSITIES. Provides relative to colleges and universities and their
management boards.  (gov sig)
AN ACT1
To amend and reenact R.S. 17:3201(A) and (B)(2), 3202, 3215, 3217, and 3218, relative to2
postsecondary education; to provide relative to colleges and universities and their3
management boards; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 17:3201(A) and (B)(2), 3202, 3215, 3217, and 3218 are hereby6
amended and reenacted to read as follows: 7
§3201. Application of Chapter8
A. Except as otherwise specifically provided in this Chapter, the provisions9
of this Chapter shall apply in the same manner and to the same extent to the Board10
of Supervisors of Louisiana State University and Agricultural and Mechanical11
College, the Board of Supervisors of Southern University and Agricultural and12
Mechanical College, the Board of Trustees for State Colleges and Universities, the13
Board of Supervisors of Community and Technical Colleges, and any other board14
vested with the supervision and management of institutions of postsecondary15
education hereafter created.16

(2) A student, faculty member, or other employee of an institution of higher1
education transferred from another management board to the Board of Supervisors2
of Community and Technical Colleges shall retain all previously earned benefits3
provided by law, rule, or regulation and shall continue to earn such benefits as4
provided by law, rule, or regulation prior to the transfer and, if otherwise qualified,5
shall be eligible for any additional benefits as may be provided for such the student,6
faculty member, or other employee by law, rule, or regulation.7
§3202.  Definitions8
Unless the context otherwise clearly indicates, the following words and9
phrases shall have the meaning hereinafter ascribed to each:10
(1) "Board" or "boards" means the Board of Supervisors of Louisiana State11
University and Agricultural and Mechanical College, the Board of Supervisors of12
Southern University and Agricultural and Mechanical College, the Board of Trustees13
for State Colleges and Universities, and the Board of Supervisors of Community and14
Technical Colleges, or any of these boards.15
(2) "Community college" means any postsecondary institution which offers16
an associate academic degree as well as vocational-technical and other educational17
programs, but which is not approved to offer a baccalaureate degree.18
(3) "Postsecondary education system" or "system" means and refers to the19
programs and institutions under the jurisdiction of the respective management boards20
for postsecondary education created by or under authority of the Constitution of21
Louisiana.22

§3215. Louisiana State University system24
The Louisiana State University system is composed of the institutions under25
the supervision and management of the Board of Supervisors of Louisiana State26
University and Agricultural and Mechanical College as follows:27
(1) Louisiana State University and Agricultural and Mechanical College,28
located at Baton Rouge and designated as the premier flagship university for the29 SB NO. 691

state.1
(2)(3) Louisiana State University at Alexandria, located at Chambers.2
(4)(3) Louisiana State University at Eunice.3
(5)(4) Louisiana State University at Shreveport.4
(6)(5) Louisiana State University Health Sciences Center at New Orleans,5
which shall include medical and related health schools and programs located in New6
Orleans including those state's medical centers transferred to the Board of7
Supervisors of Louisiana State University and Agricultural and Mechanical College8
as provided in Subpart C-2 of Part II of Chapter 4 of this Title, subject to provisions9
of R.S. 17:1519 et seq.10
(7)(6) Louisiana State University Health Sciences Center at Shreveport,11
which shall include the medical school and related schools at Shreveport, Louisiana12
State University Hospital at Shreveport, E. A. Conway Medical Center at Monroe,13
and Huey P. Long Medical Center in Pineville.14
(8)(7) The Center for Agricultural Sciences and Rural Development which15
administers the agricultural extension and research programs of the board throughout16
the state. The center shall also be responsible for conducting river water research.17
(9)(8) Any other college, university, school, institution, or program now or18
hereafter under the supervision and management of the Board of Supervisors of19
Louisiana State University and Agricultural and Mechanical College board.20

§3217. University of Louisiana System22
The University of Louisiana System is composed of the institutions under the23
supervision and management of the Board of Supervisors for the University of24
Louisiana System as follows:25
(1) Grambling State University at Grambling.26
(2) Louisiana Tech University at Ruston.27
(3) McNeese State University at Lake Charles.28

(5) Northwestern State University of Louisiana at Natchitoches.1
(6) Southeastern Louisiana University at Hammond.2
(7) The University of Louisiana at Lafayette.3
(8) The University of Louisiana at Monroe.4
(9) The University of New Orleans.5
(10) Any other college, university, school, institution, or program now or6
hereafter under the supervision and management of the Board of Supervisors for the7
University of Louisiana System board.8
§3218.  Authority of system boards9
The corporate authority, internal and otherwise, vested in the Board of10
Supervisors of Louisiana State University and Agricultural and Mechanical College,11
the Board of Supervisors of Southern University, the Board of Supervisors of12
Community and Technical Colleges, and the Board of Trustees for State Colleges13
and Universities to supervise and manage the systems under the jurisdiction of each,14
extends to all the colleges and universities, branches, centers of learning, or15
extensions of such systems now existing or hereafter established or transferred into16
the system.17
Section 2. This Act shall become effective upon signature by the governor or, if not18
signed by the governor, upon expiration of the time for bills to become law without signature19
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If20
vetoed by the governor and subsequently approved by the legislature, this Act shall become21
effective on the day following such approval.22

DIGEST
Present law, relative to colleges and universities, provides that except as otherwise
specifically provided in law, present law applies in the same manner and to the same extent
to the Board of Supervisors of Louisiana State University and Agricultural and Mechanical
College, the Board of Supervisors of Southern University and Agricultural and Mechanical
College, the Board of Trustees for State Colleges and Universities, the Board of Supervisors
of Community and Technical Colleges, and any other board vested with the supervision and
management of institutions of postsecondary education hereafter created. SB NO. 691

Present law provides that a student, faculty member, or other employee of an institution of
higher education transferred from another management board to the Board of Supervisors
of Community and Technical Colleges retains all previously earned benefits provided by
law, rule, or regulation and shall continue to earn such benefits as provided by law, rule, or
regulation prior to the transfer and, if otherwise qualified, shall be eligible for any additional
benefits as may be provided for such student, faculty member, or other employee by law,
rule, or regulation.
Proposed law makes technical change; otherwise retains present law.
Present law defines the words:

University and Agricultural and Mechanical College, the Board of Trustees for State
