SENATE BILL NO. 701
BY SENATOR MORRELL 
WORKFORCE COMMISSION. Authorizes the Louisiana Workforce Commission to enter
into agreements with private employers to train employees for certain jobs. (8/1/12)
AN ACT1
To enact Part VI of Chapter 14 of Title 23 of the Louisiana Revised Statutes of 1950, to be2
comprised of R.S. 23:2220 and 2221, relative to employment training; to provide for3
powers and duties of the Louisiana Workforce Commission; to provide for4
employment training; to authorize the Louisiana Workforce Commission to enter5
into agreements with private employers for the purpose of training certain employees6
for jobs; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. Part VI of Chapter 14 of Title 23 of the Louisiana Revised Statutes of9
1950, to be comprised of R.S. 23:2220 and 2221, is hereby enacted to read as follows: 10

§2220. Legislative declaration12
A.  The legislature hereby declares all of the following:13
(1) That there exists a need for the Louisiana Workforce Commission14
to partner with private employers to train potential employees for the purpose15
of creating and maintaining high paying jobs in Louisiana.16

Commission and private employers can serve to alleviate poverty in the state1
and prepare workers to compete in the national and global economy.2
B.  This Part shall be known as the "Keep Our Jobs Local Act".3
§2221. Authorization4
The Louisiana Workforce Commission is hereby authorized to enter into5
agreements with private employers to provide for job training for potential6
employees and to provide additional training for existing employees for the7
purpose of creating and maintaining high paying jobs in Louisiana.8

Proposed law creates the "Keep Our Jobs Local Act".
Proposed law provides legislative intent as follows:
1. That there exists a need for the Louisiana Workforce Commission to partner with
private employers to train potential employees for the purpose of creating and
maintaining high paying jobs in Louisiana.
2. That such partnership agreements between the Louisiana Workforce Commission
and private employers can serve to alleviate poverty in the state and prepare workers
to compete in the national and global economy.
Proposed law provides that La. Workforce Commission is authorized to enter into
agreements with private employers to provide for job training for potential employees and
to provide additional training for existing employees for the purpose of creating and
maintaining high paying jobs in Louisiana.
Effective August 1, 2012.
