DIGEST
Present constitution requires the legislature to impose an annual license tax of not more than
one dollar per each $1,000 of "actual value" on automobiles for private use based on the
"actual value" of the vehicle, as provided by law. However, the tax cannot be less than $10
per automobile for private use.
Present law specifies that the levy of the annual tax on automobiles having an "actual value"
of $10,000 or less is $10.00. For automobiles having an "actual value" of greater than
$10,000, the annual license tax is the base tax of $10.00 plus an additional tax of $1.00 per
each $1,000 of "actual value" above $10,000.
Present law requires "actual value" to be determined at the time of purchase according to
criteria established by the secretary for both first-time registration and renewals.
Proposed law requires the "actual value" upon which the tax must be based for each renewal
to be the fair market value of the vehicle at the time of renewal according to criteria
established by the secretary.
Proposed law is applicable to renewals occurring on and after January 1, 2013.
Proposed law requires the rules and regulations implementing the provisions of the proposed SB NO. 713
