Page 1 of 3 Regular Session, 2012 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 11 BY SENATOR MURRAY A CONCURRENT RESOLUTI ON To create a special committee to study the process of redistricting or reapportionment including, creation of precincts, demographer certification, notice requirements for changes in voting, reapportionment and redistricting plans, electronic data requirements for Geographic Information Systems (GIS), submission deadlines for changes in voting and to develop recommendations for changes to the Louisiana Election Code to implement such changes. WHEREAS, the governing authority of each local governing body shall reapportion its voting districts after the decennial census; and WHEREAS, state law provides that no election precinct shall be created, divided, abolished or merged or the boundaries changed between January first of any year of which the last digit is nine and December thirty-first of any year of which the last digit is three, unless a parish governing authority is unable to comply with applicable law regarding redistricting or reapportionment and the parish governing authority may divide a precinct into two or more precincts; and WHEREAS, a study of precincts, redistricting and reapportionment plans and approval of such changes in voting is needed to provide timely implementation of such changes. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby creates a special committee to study the process of redistricting or reapportionment including the creation of precincts, demographer certification, notice requirements for changes in voting, reapportionment and redistricting plans, electronic data requirements for GIS, submission deadlines for changes in voting and make recommendations for changes to the Louisiana SCR NO. 11 ENROLLED Page 2 of 3 Election Code to implement such recommendations. BE IT FURTHER RESOLVED that the committee shall consist of the following members: (1) The secretary of state or his designee. (2) The commissioner of elections or his designee. (3) The attorney general or his designee. (4) The chairman of the Committee on Senate and Governmental Affairs or his designee. (5) The chairman of the Committee on House and Governmental Affairs or his designee. (6) The president of the Louisiana Clerks of Court Association or his designee. (7) The president of the Louisiana Registrars of Voters Association or his designee. (8) The president of the Louisiana Municipal Association or his designee. (9) The president of the Police Jury Association of Louisiana or his designee. (10) The president of the Louisiana School Boards Association or his designee. (11) The clerk of the House of Representatives or his designee. (12) The secretary of the Senate or his designee. (13) A representative of the Louisiana Department of Transportation and Development. (14) One demographer appointed by the secretary of state. (15) A representative of the Louisiana Geographic Information Systems Council. (16) A representative of the Louisiana National Emergency Number Association. (17) The director of Demographic Services for the Louisiana Legislature. BE IT FURTHER RESOLVED that the chairman of the committee shall appoint a recorder to serve without compensation as the need may arise. BE IT FURTHER RESOLVED that the office of the secretary of state shall provide staffing along with appropriate legislative staff as approved by the presiding officers to facilitate the duties of the committee. BE IT FURTHER RESOLVED that the committee shall make a written report of its findings to the legislature by March 1, 2013.
