SENATE CONCURRENT RESOLUTI ON NO. 118

A CONCURRENT RESOLUTI ON
To commend Lucy S. McGough, a professor of law at LSU's Paul M. Hebert Law Center,
upon her many outstanding career accomplishments and contributions in the realm
of Children and Family Law.
WHEREAS, the Legislature of Louisiana commends Professor Lucy McGough for
thirty years of academic excellence and dedicated service to the LSU Law Center; and
WHEREAS, conferred as a Vinson and Elkins Professor of Law at LSU Law Center,
Lucy McGough has taught criminal justice, trusts and estate law, and family law, with
particular emphasis in juvenile justice; and
WHEREAS, her outstanding commitment to equitable legal representation for youth
is reflected in the depth of her coursework in juvenile defense clinics where she instructed
third-year law students in real-life situations with defendants in East Baton Rouge Parish
Juvenile Court; and
WHEREAS, using a grant from the MacArthur Foundation, Professor McGough was
instrumental in the creation of a juvenile defense clinic template that can be readily adapted
by other law schools; and
WHEREAS, Professor McGough collaborated in the confection of the Children's
Code Project as its coordinator from 1986 until its enactment into law in 1991, and has
assisted in its continuous revision as the Reporter of the Children's Code Advisory
Committee to the State Law Institute; and
WHEREAS, a brilliant student, Lucy McGough graduated from Agnes Scott College
in Georgia in 1962 with a Bachelor of Arts degree, a Phi Beta Kappa key, and inclusion in
Who's Who in American Colleges and Universities; she then obtained her juris doctor degree
with distinction and Order of the Coif from Emory Law, and in 1971, attained her masters
of law advanced degree from Harvard Law School; and SCR NO. 118	ENROLLED

WHEREAS, in 1982, she moved to Baton Rouge at the invitation of the Paul M.
Hebert Law Center as a visiting professor; in 1984, she became a full professor; and in 1989,
was conferred to the distinguished academic chair of Vinson and Elkins Professor of Law;
and
WHEREAS, at LSU, she worked diligently on the Louisiana Children's Code, and
included other teaching specialties such as Domestic Relations, Administration of Criminal
Justice, Criminal Procedure, Law Reform, Legislative Process, Counseling and Negotiation,
and Family Dispute Mediation; and
WHEREAS, Professor McGough has published a multitude of well received books,
and law review articles that cover all facets of the juvenile justice system, court procedure,
and witness testimony that have been critically acclaimed among her peers; and
WHEREAS, Professor McGough has received national recognition for her extensive
expertise in family law and has been honored with a host of awards that include the Reginald
Heber Smith Fellowship, Ford Foundation Fellowship in Urban Law, Candler Professor of
Law at Emory University plus its Distinguished Alumni Award, the Outstanding Juvenile
Legislative Program National Award, the National Adoption Excellence Award, Adoption
Advocate of the Year, and appointment as a University of Maine Law School Godfrey
Scholar; and
WHEREAS, Professor McGough fell in love with Louisiana and with Professor
James W. Bowers, and together they celebrate a blended family of seven children; and
WHEREAS, although Professor McGough has accepted an appointment as Dean of
the Appalachian School of Law in Grundy, Virginia, and shall be leaving LSU, her
outstanding legal and academic contributions to the LSU Paul M. Hebert Law Center, the
state of Louisiana, its legislature, and its youth have been immeasurable.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Professor Lucy S. McGough of LSU's Paul M. Hebert Law Center for her many
contributions to the creation and revision of the Louisiana Children's Code and for the
beneficial effects her work has had on the protection of the youth of this state and the nation.
 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby express
its best wishes for Professor Lucy McGough in pursuit of her future endeavors. SCR NO. 118	ENROLLED

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Professor Lucy S. McGough of the LSU Law Center.
