SENATE CONCURRENT RESOLUTI ON NO. 143
BY SENATOR HEITMEIER 
A CONCURRENT RESOLUTI ON
To commend Dr. Randall L. "Randy" Lemoine for his dedication and commitment to the
citizens of Louisiana on the occasion of his retirement from the Department of
Health and Hospitals after thirty-five years of service.
WHEREAS, Dr. Randall L. Lemoine is a native of New Orleans, Louisiana; and
WHEREAS, Dr. Lemoine graduated from De La Salle High School in New Orleans;
and
WHEREAS, Dr. Lemoine attended the University of New Orleans, receiving a
bachelor's degree in psychology in 1973 and a master's degree in psychology in 1975; and
WHEREAS, in 1981, Dr. Lemoine received his doctoral degree in psychology from
Louisiana State University; and
WHEREAS, while attending college in New Orleans, Dr. Lemoine was employed
as a student worker at the University of New Orleans, the New Orleans Public Schools State
Appraisal Team, and in Baton Rouge, while completing the course work for his doctoral
degree, he worked at the Louisiana State University Department of Psychology; and
WHEREAS, in 1977 Dr. Lemoine began his thirty-five years of dedicated service to
the state of Louisiana as an employee of the Department of Health and Human Resources,
the predecessor agency to the Department of Health and Hospitals; and
WHEREAS, Dr. Lemoine has held several positions within the office of behavioral
health (previously known as the office of mental health), including mental health executive
director, program manager 4, and psychologist; and
WHEREAS, Dr. Lemoine's wealth of knowledge and expertise has served the
department through several administrations by educating and guiding department officials
and legislators regarding, among many other topics, data-informed decision making; and
WHEREAS, Dr. Lemoine has been an invaluable resource in the development of the
data warehouse and the implementation of the Coordinated System of Care for children and
adults with behavioral health issues as it relates to the complex data reporting system; and
WHEREAS, Dr. Lemoine currently serves as director of business intelligence for the SCR NO. 143	ENROLLED

office of behavioral health; and
WHEREAS, it has been a privilege for department staff to learn from and work with
Dr. Lemoine, and he has touched the lives of those he worked with, both inside and outside
the department; and
WHEREAS, Dr. Lemoine's work for the department has reached out and made an
impact on the lives of so many of the citizens of Louisiana who have received services from
the office of behavioral health; and
WHEREAS, upon his retirement, Dr. Lemoine is looking forward to being able to
spend more time with his family and to pursue development of his private practice, working
with families, children, and adolescents. 
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and extend gratitude to Dr. Randall L. "Randy" Lemoine for his distinguished
service of thirty-five years to the Louisiana Department of Health and Hospitals and the
citizens of Louisiana, and congratulates and does hereby wish him well on the occasion of
his retirement.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Dr.
Randy Lemoine.
