SENATE CONCURRENT RESOLUTI ON NO. 62

PUBLIC PROPERTY. Requests commissioner of administration to transfer the former
insurance building site to the legislative branch for use by the legislative auditor and the
legislature.
A CONCURRENT RESOLUTI ON1
To request that the commissioner of administration determine that the "best use and2
disposition" of the former site of the state insurance building near the state capitol3
is to transfer the property to the control of the legislature for the use of the legislative4
auditor and the legislature, and to implement the transfer.5
WHEREAS, the former site of the state insurance building, including the existing6
parking structure, has been deemed as nonessential to the efficient operations of the7
Department of Insurance and has been transferred to the division of administration in8
accordance with R.S. 41:140(A); and9
WHEREAS, the division of administration, through the commissioner of10
administration, is charged with recommending the best use or disposition of the property11
pursuant to R.S. 41:140(B); and12
WHEREAS, the legislature has determined a need for the site adjacent to the capitol13
for the use of the legislative auditor and the legislature; and14
WHEREAS, the legislative auditor and the majority of his staff is currently housed15
in the First Circuit Court of Appeal building at 1600 North Third Street; and16
WHEREAS, the judicial branch has a use for the space currently occupied by the17
legislative auditor in the First Circuit Court of Appeal building; and18 SCR NO. 62

WHEREAS, the legislature wishes to maintain the office of the legislative auditor1
in close proximity to the legislature and the state capitol; and2
WHEREAS, the division of administration has previously recommended the sale of3
the site of the former insurance building, including existing parking structure, pursuant to4
R.S. 41:131, et seq.; and5
WHEREAS, R.S. 49:150.1(E)(1) providing for allocation of space in the state capitol6
complex, states that in addition to the allocation of specific floors in the capitol, all other7
areas of the state capitol, the pentagon courts buildings, and Old Arsenal Museum not8
allocated shall be for the sole use of the legislature, its agencies and officers, and the9
employees of the legislature and its agencies; and10
WHEREAS, the former nurses' dormitory at the Our Lady of the Lake Hospital,11
located on Capitol Lake, is to be for the sole use of the legislature, its agencies and officers,12
and the employees of the legislature and its agencies until such time as it is renovated in13
accordance with the Capitol Complex Master Plan and that it then reverts to the control of14
the division of administration.15
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby16
request that the commissioner of administration determine "the best use and disposition" of17
the site of the former insurance building, including its existing parking structure, is to18
transfer this property to the control of the legislature for the use of the legislative auditor and19
the legislature.20
BE IT FURTHER RESOLVED that the commissioner of administration work with21
the Legislative Budgetary Control Council and legislative auditor to facilitate transfer of the22
property and that a copy of this Resolution be transmitted to the commissioner of23
administration and the legislative auditor.24
