Page 1 of 2 Regular Session, 2012 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 62 BY SENATORS MURRAY AND THOMPSON A CONCURRENT RESOLUTI ON To request that the commissioner of administration determine that the "best use and disposition" of the former site of the state insurance building near the state capitol is to transfer the property to the control of the legislature for the use of the legislative auditor and the legislature, and to implement the transfer. WHEREAS, the former site of the state insurance building, including the existing parking structure, has been deemed as nonessential to the efficient operations of the Department of Insurance and has been transferred to the division of administration in accordance with R.S. 41:140(A); and WHEREAS, the division of administration, through the commissioner of administration, is charged with recommending the best use or disposition of the property pursuant to R.S. 41:140(B); and WHEREAS, the legislature has determined a need for the site adjacent to the capitol for the use of the legislative auditor and the legislature; and WHEREAS, the legislative auditor and the majority of his staff is currently housed in the First Circuit Court of Appeal building at 1600 North Third Street; and WHEREAS, the judicial branch has a use for the space currently occupied by the legislative auditor in the First Circuit Court of Appeal building; and WHEREAS, the legislature wishes to maintain the office of the legislative auditor in close proximity to the legislature and the state capitol; and WHEREAS, the division of administration has previously recommended the sale of the site of the former insurance building, including existing parking structure, pursuant to R.S. 41:131, et seq.; and WHEREAS, R.S. 49:150.1(E)(1) providing for allocation of space in the state capitol complex, states that in addition to the allocation of specific floors in the capitol, all other areas of the state capitol, the pentagon courts buildings, and Old Arsenal Museum not allocated shall be for the sole use of the legislature, its agencies and officers, and the employees of the legislature and its agencies; and SCR NO. 62 ENROLLED Page 2 of 2 WHEREAS, the former nurses' dormitory at the Our Lady of the Lake Hospital, located on Capitol Lake, is to be for the sole use of the legislature, its agencies and officers, and the employees of the legislature and its agencies until such time as it is renovated in accordance with the Capitol Complex Master Plan and that it then reverts to the control of the division of administration. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby request that the commissioner of administration determine "the best use and disposition" of the site of the former insurance building, including its existing parking structure, is to transfer this property to the control of the legislature for the use of the legislative auditor and the legislature. BE IT FURTHER RESOLVED that the commissioner of administration work with the Legislative Budgetary Control Council and legislative auditor to facilitate transfer of the property and that a copy of this Resolution be transmitted to the commissioner of administration and the legislative auditor.
