SENATE RESOLUTION NO. 142
BY SENATOR MORRELL 
HEALTH SERVICES.  Amends the membership of the commission to study the licensure
and regulation of behavior analysts.
A RESOLUTION1
To amend the membership for the Behavior Analysts Licensure and Regulation Study2
Commission that shall study the licensure and regulation of behavior analysts and3
to require a report on the baseline framework for such licensure and regulation on or4
before February 1, 2013.5
WHEREAS, the Louisiana Senate adopted Senate Resolution No. 110 of the 20126
Regular Session on May 17, 2012; and7
WHEREAS, Senate Resolution No. 110 established and provided for the Behavior8
Analysts Licensure and Regulation Study Commission; and9
WHEREAS, it is necessary to amend the membership of the commission and to10
change the meeting and reporting requirements of the commission.11
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana12
does hereby amend the membership and dates for the initial meeting and reporting for the13
Behavior Analysts Licensure and Regulation Study Commission.14
BE IT FURTHER RESOLVED that the Behavior Analysts Licensure and Regulation15
Study Commission shall consist of the following members:16
(1) The secretary of the Department of Health and Hospitals, or his designee.17
(2) The state superintendent of education, or his designee.18 SR NO. 142

(3) The executive director of the Louisiana State Board of Examiners of1
Psychologists, or his designee.2
(4) The executive director of the Louisiana Licensed Professional Counselors Board3
of Examiners, or his designee.4
(5) The executive board and one regional representative of each region of the5
Louisiana Behavior Analysis Association.6
(6) The executive director of the Louisiana Board of Examiners for Speech-Language7
Pathology and Audiology, or his designee.8
(7) The dean of the College of Education, Nicholls State University, or his designee.9
(8) The president of the Louisiana Psychological Association, or his designee.10
 (9) The chairperson of the Louisiana State Board of Social Work Examiners, or his11
designee.12
(10) The executive director of the Louisiana State Board of Medical Examiners, or13
his designee.14
(11)  A representative of the Developmental Disability Council.15
(12) The parent or guardian of a child who currently receives or has received applied16
behavior analysis (ABA) services appointed by the senator elected to represent Senate17
District 3.18
(13) The parent or guardian of a child who currently receives or has received applied19
behavior analysis (ABA) services appointed by the chairman of the Senate Committee on20
Health and Welfare.21
(14) Paul M. Hebert Law Center's full-time health law professor who has direct22
experience in the field of behavior analysis, or his designee.23
(15) The head of the Psychology Department at McNeese University, or his24
designee. 25
(16)  The director of the Autism Center at Children's Hospital, or his designee.26
(17) The director of the St. Mary's Residential Training School, or his designee.27
BE IT FURTHER RESOLVED that the names of the commission membership shall28
be submitted to the secretary of the Department of Health and Hospitals, and the secretary29
of the Department of Health and Hospitals shall call the organizational meeting of the30 SR NO. 142

commission.1
BE IT FURTHER RESOLVED that the appointee of the senator elected to represent2
Senate District 3 shall be the chairman of the commission, and the appointee of the chairman3
of the Senate Committee on Health and Welfare shall be the vice-chairman of the4
commission.5
BE IT FURTHER RESOLVED that the Department of Health and Hospitals shall6
staff the commission.7
BE IT FURTHER RESOLVED that the Behavior Analysts Licensure and Regulation8
Study Commission shall have its first meeting on or before June 30, 2012.9
BE IT FURTHER RESOLVED that the commission shall report to the Senate10
through its president on the baseline framework for licensure and regulation of behavior11
analysts on or before February 1, 2013.12
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the13
office of the secretary of the Department of Health and Hospitals, the office of the state14
superintendent of education, the office of the executive director of the Louisiana State Board15
of Examiners of Psychologists, the office of the executive director of the Louisiana Licensed16
Professional Counselors' Board of Examiners, the office of the executive director of the17
Louisiana Behavior Analysis Association, the office of the Louisiana Board of Examiners18
for Speech-Language Pathology and Audiology, the office of the dean of the College of19
Education, Nicholls State University, the Louisiana Psychological Association, the Louisiana20
State Board of Social Work Examiners, the Louisiana State Board of Medical Examiners,21
the Developmental Disability Council, the district office of the senator elected to represent22
Senate District 3, the district office of the chairman of the Senate Committee on Health and23
Welfare, the Paul M. Hebert Law Center , the Psychology Department, McNeese University,24
the Autism Center at Children's Hospital, and the St. Mary's Residential Training School.25 SR NO. 142
