Page 1 of 3 Regular Session, 2012 ENROLLED SENATE RESOLUTION NO. 142 BY SENATOR MORRELL A RESOLUTION To amend the membership for the Behavior Analysts Licensure and Regulation Study Commission that shall study the licensure and regulation of behavior analysts and to require a report on the baseline framework for such licensure and regulation on or before February 1, 2013. WHEREAS, the Louisiana Senate adopted Senate Resolution No. 110 of the 2012 Regular Session on May 17, 2012; and WHEREAS, Senate Resolution No. 110 established and provided for the Behavior Analysts Licensure and Regulation Study Commission; and WHEREAS, it is necessary to amend the membership of the commission and to change the meeting and reporting requirements of the commission. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby amend the membership and dates for the initial meeting and reporting for the Behavior Analysts Licensure and Regulation Study Commission. BE IT FURTHER RESOLVED that the Behavior Analysts Licensure and Regulation Study Commission shall consist of the following members: (1) The secretary of the Department of Health and Hospitals, or his designee. (2) The state superintendent of education, or his designee. (3) The executive director of the Louisiana State Board of Examiners of Psychologists, or his designee. (4) The executive director of the Louisiana Licensed Professional Counselors Board of Examiners, or his designee. (5) The executive director of the Louisiana Behavior Analysis Association, or his designee. (6) The executive director of the Louisiana Board of Examiners for Speech-Language SR NO. 142 ENROLLED Page 2 of 3 Pathology and Audiology, or his designee. (7) The dean of the College of Education, Nicholls State University, or his designee. (8) The president of the Louisiana Psychological Association, or his designee. (9) The chairperson of the Louisiana State Board of Social Work Examiners, or his designee. (10) The executive director of the Louisiana State Board of Medical Examiners, or his designee. (11) A representative of the Developmental Disability Council. (12) The parent or guardian of a child who currently receives or has received applied behavior analysis (ABA) services appointed by the president of the Louisiana Senate. (13) The parent or guardian of a child who currently receives or has received applied behavior analysis (ABA) services appointed by the chairman of the Senate Committee on Health and Welfare. (14) Paul M. Hebert Law Center's full-time health law professor who has direct experience in the field of behavior analysis, or his designee. (15) The head of the Psychology Department at McNeese University, or his designee. (16) The director of the Autism Center at Children's Hospital, or his designee. (17) The director of the St. Mary's Residential Training School, or his designee. BE IT FURTHER RESOLVED that the names of the commission membership shall be submitted to the secretary of the Department of Health and Hospitals, and the secretary of the Department of Health and Hospitals shall call the organizational meeting of the commission. BE IT FURTHER RESOLVED that the appointee of the senator elected to represent Senate District 3 shall be the chairman of the commission, and the appointee of the chairman of the Senate Committee on Health and Welfare shall be the vice-chairman of the commission. BE IT FURTHER RESOLVED that the Department of Health and Hospitals shall staff the commission. BE IT FURTHER RESOLVED that the Behavior Analysts Licensure and Regulation Study Commission shall have its first meeting on or before June 30, 2012. SR NO. 142 ENROLLED Page 3 of 3 BE IT FURTHER RESOLVED that the commission shall report to the Senate through its president on the baseline framework for licensure and regulation of behavior analysts on or before February 1, 2013. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the office of the secretary of the Department of Health and Hospitals, the office of the state superintendent of education, the office of the executive director of the Louisiana State Board of Examiners of Psychologists, the office of the executive director of the Louisiana Licensed Professional Counselors' Board of Examiners, the office of the executive director of the Louisiana Behavior Analysis Association, the office of the Louisiana Board of Examiners for Speech-Language Pathology and Audiology, the office of the dean of the College of Education, Nicholls State University, the Louisiana Psychological Association, the Louisiana State Board of Social Work Examiners, the Louisiana State Board of Medical Examiners, the Developmental Disability Council, the district office of the senator elected to represent Senate District 3, the district office of the chairman of the Senate Committee on Health and Welfare, the Paul M.
