SENATE RESOLUTION NO. 156

A RESOLUTION
To direct the Department of Health and Hospitals to submit a report on the status of
implementation of the plan mandated by Act 299 of the 2011 Regular Session of the
Legislature of Louisiana.
WHEREAS, Act 299 of the 2011 Regular Session of the legislature directed the
Department of Health and Hospitals (DHH) to develop a comprehensive plan to address the
delivery of quality services to persons receiving home-and-community-based services and
to submit such plan for implementation to the Senate and House of Representatives health
and welfare committees by January 15, 2012; and
WHEREAS, Act 299 mandates nine specific focus areas to be addressed by the plan,
which are: (1) accreditation of providers; (2) compliance of providers with standards and
ongoing monitoring; (3) billing procedures; (4) cost reporting by providers; (5) support
coordination in order to streamline the delivery of services; (6) rate reimbursement; (7) use
of technology; (8) Medicaid enrollment; and (9) Medicaid delivery options, including the
use of organized health care delivery systems; and
WHEREAS, DHH convened a wide variety of stakeholders and produced a report
that addressed these nine focus areas, outlining recommendations and a plan for
implementation of the recommendations and submitted the report to the legislative health
and welfare committees; and
WHEREAS, DHH believes that implementation of the plan has begun to produce the
desired results of improved quality and cost effectiveness as well as compliance with
licensure standards; and
WHEREAS, the Legislature of Louisiana has been actively involved in enacting
legislation to control costs and improve quality in home-and-community-based services and
has an ongoing interest in seeing the plan fully implemented. SR NO. 156 ENROLLED

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby direct the Department of Health and Hospitals to submit a report on the status
of the implementation of the plan mandated by Act 299 of the 2011 Regular Session of the
Legislature of Louisiana to the Senate and House of Representatives health and welfare
committees on or before February 1, 2013.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Health and Hospitals.
