SENATE RESOLUTION NO. 170

A RESOLUTION
To commend and congratulate Jacqueline "Jacqui" Vines, Senior Vice President and General
Manager of Cox Louisiana, for her work, support, and commitment to the Louisiana
Legislative Women's Caucus Foundation and her commitment to the development
and advancement of women and children in Louisiana and to extend best wishes for
continued success in her new position.
WHEREAS, Jacqui Vines serves as Senior Vice President and General Manager for
Cox Louisiana, a company with a $65 million payroll, 1,600 local employees, and more than
half a million customers; and 
WHEREAS, in January 2013 she will take the helm of Cox's Southeast Region, a
combined Louisiana, Florida and Georgia system; and
WHEREAS, Jacqui Vines' new title reflects her influential role in the company and
region as during her twenty-eight year career in the telecommunications industry, she has
served in a succession of leadership roles of increasing responsibility; and
WHEREAS, she holds a Bachelor of Science degree in Business Administration and
Management from the University of Redlands; and
WHEREAS, Jacqui Vines' career began with Time Warner Cable in Dublin, Ohio,
in 1984 as a receptionist and she rose through the ranks to become manager of Employee
Relations and Recruiting for both the corporate and divisional facilities; and
WHEREAS, in 1992, she was employed by Cox to serve as its Director of Human
Resources in New Orleans and then as Vice President of Human Resources in San Diego,
California, from October 1995 until her arrival back in Baton Rouge; and SR NO. 170	ENROLLED

WHEREAS, in 2000, Jacqui Vines became Vice President and General Manager of
Cox Baton Rouge and led a $97 million upgrade that increased technology levels throughout
the system and gave urban and rural markets access to over 270 channels of programming
through a unified channel line-up; and
WHEREAS, in 2006, she led Cox's merger of the six-parish Acadiana system into
the Baton Rouge market to form Cox Greater Louisiana and in 2009 integrated Cox's
four-parish New Orleans system with the Acadiana and Baton Rouge systems to form one
Cox Louisiana; and
WHEREAS, under Jacqui Vines' stewardship, Cox has demonstrated an unwavering
commitment to the state of Louisiana and the communities it serves with diversity, economic
development, and education as the cornerstones of its corporate giving initiatives; and
WHEREAS, Cox donates hundreds of thousands of dollars annually to charitable
organizations across the state and has made multi-million dollar donations to Louisiana State
University, Southern University and the University of Louisiana at Lafayette; and
WHEREAS, Jacqui Vines is a member of the Baton Rouge Rotary, the Committee
of 100; is the president of the La Capitale Chapter of The Links, Inc.; and is a member of
Alpha Kappa Alpha Sorority, Inc., Women in Cable and Telecommunications (WICT) and
the National Association of Minorities in Cable (NAMIC); and
WHEREAS, she serves on the boards of the Louisiana Cable Telecommunications
Association, Greater New Orleans, Inc., Business Council of New Orleans; is a member of
Regions Bank Regional Advisory Board; and was appointed by the Baton Rouge Area
Foundation to The Water Institute of the Gulf, a not-for-profit, independent research institute
dedicated to advancing the understanding of coastal and deltaic systems and applying this
knowledge for the benefit of society; and
WHEREAS, Jacqui Vines is a past member of Cox's national Diversity Council and
Blueprint Louisiana and is a past member of the boards of Louisiana State University's Tiger
Athletic Foundation (TAF), the Baton Rouge Area Chamber, and the Baton Rouge Area
Foundation; and
WHEREAS, she also served as chair of the Louisiana Cable Telecommunications
Association (LCTA) and on a special commission empaneled by Governor Jindal in 2011 SR NO. 170	ENROLLED

to study and make recommendations on the state's higher education system; and
WHEREAS, while she has committed her personal time to numerous local, state,
national, community and professional organizations, her commitment to the women and
children of the state of Louisiana remains her passion; and
WHEREAS, Jacqui Vines is an ardent advocate for children in the state's foster care
system as, at the age of thirteen, she entered the state of Connecticut's foster care system, at
age sixteen, began a journey to find her own foster parents; and thirty years later, became
a foster and then an adoptive parent as she fostered and, in 2009, adopted three biological
sisters: Raven, Maya and Breyaunna; and
WHEREAS, she was chosen by NBC Universal and USA Networks in 2009 to
participate in the "The Moth", program in which she appeared on stage as one of five
storytellers with Angela Bassett sharing personal stories of overcoming racism and bias and
she continues to share her story on a local and national level; and
WHEREAS, Jacqui Vines has received numerous honors, individually and on behalf
of Cox, including the 2011 Louisiana Legislative Women's Caucus, Women of Excellence
Award in the category of media and public relations; 2011 New Orleans City Business,
Woman of the Year nominee; 2011, 2010, 2009, and 2008 Most Influential Minorities in
Cable by Cable360 magazine; 2010 Virgil Evans Award for Lifetime Achievement by
Louisiana Cable Telecommunications Association; 2010 Corporate Philanthropy Award by
the Association of Fundraising Professionals - New Orleans chapter; 2010 Large Company
of the Year by the Ascension Chamber of Commerce; 2007 Corporate Philanthropy Award
by the Association of Fundraising Professionals - Baton Rouge chapter; 2006 ESPN Good
Sports Award for Community Service - Football, Food & Families; 2006
Brotherhood/Sisterhood Award by the 100 Black Men of Baton Rouge; 2006 Broadcast &
Cable magazine's system of the Year for Greater Louisiana; 2006 Lifetime Achievement
Award by the Norwalk (Connecticut) High School Alumni Association; 2006 Women Worth
Watching by Profiles in Diversity journal; 2004 Woman of Achievement Award by the
YWCA of Greater Baton Rouge; 2003 Baton Rouge Business Report Business Person of the
Year; 2001 Sales & Marketing Executives International Communicator of the Year; and
numerous leadership honors including the 2010 Virgil Evans Lifetime humanitarian service. SR NO. 170	ENROLLED

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Jacqueline "Jacqui" Vines, Senior Vice President
and General Manager of Cox Louisiana, for her work, support, and commitment to the
Louisiana Legislative Women's Caucus Foundation and her commitment to the development
and advancement of women and children in Louisiana and to extend best wishes for
continued success in her new position.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Jacqui Vines.
