SENATE RESOLUTION NO. 172
BY SENATOR JOHN SMITH 
A RESOLUTION
To urge and request the Select Committee on Women and Children to study the issues and
state jurisdiction of certain child-on-child offenses occurring on federal military
bases.
WHEREAS, an effective way of preventing juvenile delinquency and keeping at-risk
children away from crime is to tackle the problem before it happens; this entails looking at
the causes of crime among teens and making an effort to reduce or eliminate said causes; and
WHEREAS, for some, mischievous juvenile behavior is a phase that most children
and teens go through while growing into adults, but military officials historically have
frowned upon unbecoming behavior on the bases they govern and are expected to respond
accordingly with disciplinary action; and
WHEREAS, military bases are federal enclaves and a myriad of issues are presented
in regard to state involvement and jurisdiction with regard to children who commit crimes
on military bases.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Select Committee on Women and Children to study the
issues and state jurisdiction of certain child-on-child offenses occurring on federal military
bases.
BE IT FURTHER RESOLVED that the committee make a written report of its
findings and recommendations to the Senate not later than sixty days prior to the 2013
Regular Session, together with any specific proposals for legislation.
PRESIDENT OF THE SENATE
