SENATE RESOLUTION NO. 182
BY SENATOR CROWE 
A RESOLUTION
To urge and request the Senate Committee on Natural Resources to study the feasibility of
creating a conservation district which includes the parishes of St. Tammany and
Washington.
WHEREAS, improving the water quality and protecting the beauty of all waterways
within these parishes are important goals; and
WHEREAS, an important task for the parishes of St. Tammany and Washington is
the effort to promote the waterways as recreational, ecological, and cultural assets; and
WHEREAS, if rivers, streams, bayous, and lakes in Louisiana are to be adequately
protected, public involvement and support are necessary and could be tapped by the
designation of a conservation district; and
WHEREAS, from the spring-fed creeks like the Pushepatappa in Washington Parish
to the watershed of the Tchefuncte River and its tributaries which wind through the
savannahs, forests, and swamps of St. Tammany Parish, Louisiana's waterways are unique
and worth preserving for the benefit of future generations of Louisianians; and 
WHEREAS, such a conservation district should be comprised of public lands within
a quarter of a mile of the ordinary high stage of the waterways in these parishes; and
WHEREAS, such a conservation district should seek designation as a beneficial
environmental program; and
WHEREAS, such conservation district should have the power to cooperate with the
state government, the federal government, or any political subdivision in the matching of
funds or the management of the district waterways; and
WHEREAS, such conservation district could acquire servitudes and rights of use by
purchase, by donation, and by assignment for the purposes of the district; and
WHEREAS, such a conservation district should assist in conserving soil and water
and in developing the water resources of the district; and SR NO. 182	ENROLLED

WHEREAS, such a conservation district could purchase, acquire by donation, hold,
sell, and convey immovable and movable property and execute such contracts as might be
necessary to accomplish the goals of the district.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
hereby urges and requests that the Senate Committee on Natural Resources study the
feasibility of creating a conservation district which includes the parishes of St. Tammany and
Washington and to report its findings and recommendations to the Senate prior to the
convening of the 2013 Regular Session of the Legislature of Louisiana.
