Expresses condolences upon the death of Fred Bell Carter Jr. of Mansfield, Louisiana. A RESOLUTION1 To express the sincere and heartfelt condolences of the Senate of the Legislature of2 Louisiana upon the death of Fred Bell Carter Jr., teacher, coach, and mentor; a3 person fulfilled by his service to his God, to his family, and to his community.4 WHEREAS, it is with great sorrow that the Senate of the Legislature of Louisiana5 has learned of the sudden passing of Fred Bell Carter Jr., beloved teacher, counselor, and6 football coach at Mansfield High School; and7 WHEREAS, he was born August 5, 1947, in Wichita, Kansas to parents, Fred and8 Ethel Lee Rogers Carter; and9 WHEREAS, he came to know the Lord at the tender age of twelve and had kept the10 faith, forever a faithful servant of Jesus Christ; and11 WHEREAS, after high school, Fred Carter played football as a linebacker at Alcorn12 State University in Mississippi; and13 WHEREAS, Fred Carter was a man of generous spirit whose love of family and14 friends was of the utmost importance in his life; and15 WHEREAS, he worked tirelessly for the benefit of others, devoted his life to16 unselfish service to God, and lived as a true steward of Christian faith and fellowship; and17 WHEREAS, Fred Carter was a member of Mary Evergreen Baptist Church in18 SR NO. 19 SLS 12RS-1234 ORIGINAL Page 2 of 2 Grand Cane and served in many church functions as deacon, finance committee member,1 Sunday School teacher, Baptist Training Union teacher, pastor's anniversary committee2 member, and as an effective member of the prison ministry; and3 WHEREAS, he is survived by his wife of forty-one years, Bettie Jean Williams4 Carter, sons, Marcus and Tony, brothers, sisters, cherished family members, beloved friends,5 and former students; and6 WHEREAS, upon his untimely death, the Mansfield community lost a unique7 individual, who left an indelible mark upon the lives of all those who knew him and8 benefitted from his generosity of spirit and wise counsel; and9 WHEREAS, although Fred Bell Carter has been taken from our midst all too soon,10 he will be remembered for his devotion to family, his friendly demeanor, his smile, his11 kindness to others, his courage, and his steadfast dedication to his God, his students, and to12 his community.13 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana14 does hereby express sincere condolences upon the death of Fred Bell Carter Jr.15 BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does16 hereby acknowledge that his life was well spent in benevolent service to others as a good17 Christian, teacher, counselor, mentor, and football coach, and at his passing, pay tribute to18 the remarkable legacy that shall live on in the hearts of those he touched in life.19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to his20 widow, Bettie Jean Carter.21 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Susan P.
