Page 1 of 2 Regular Session, 2012 ENROLLED SENATE RESOLUTION NO. 19 BY SENATOR BUFFINGTON A RESOLUTION To express the sincere and heartfelt condolences of the Senate of the Legislature of Louisiana upon the death of Fred Bell Carter Jr., teacher, coach, and mentor; a person fulfilled by his service to his God, to his family, and to his community. WHEREAS, it is with great sorrow that the Senate of the Legislature of Louisiana has learned of the sudden passing of Fred Bell Carter Jr., beloved teacher, counselor, and football coach at Mansfield High School; and WHEREAS, he was born August 5, 1947, in Wichita, Kansas to parents, Fred and Ethel Lee Rogers Carter; and WHEREAS, he came to know the Lord at the tender age of twelve and had kept the faith, forever a faithful servant of Jesus Christ; and WHEREAS, after high school, Fred Carter played football as a linebacker at Alcorn State University in Mississippi; and WHEREAS, Fred Carter was a man of generous spirit whose love of family and friends was of the utmost importance in his life; and WHEREAS, he worked tirelessly for the benefit of others, devoted his life to unselfish service to God, and lived as a true steward of Christian faith and fellowship; and WHEREAS, Fred Carter was a member of Mary Evergreen Baptist Church in Grand Cane and served in many church functions as deacon, finance committee member, Sunday School teacher, Baptist Training Union teacher, pastor's anniversary committee member, and as an effective member of the prison ministry; and WHEREAS, he is survived by his wife of forty-one years, Bettie Jean Williams Carter, sons, Marcus and Tony, brothers, sisters, cherished family members, beloved friends, and former students; and SR NO. 19 ENROLLED Page 2 of 2 WHEREAS, upon his untimely death, the Mansfield community lost a unique individual, who left an indelible mark upon the lives of all those who knew him and benefitted from his generosity of spirit and wise counsel; and WHEREAS, although Fred Bell Carter has been taken from our midst all too soon, he will be remembered for his devotion to family, his friendly demeanor, his smile, his kindness to others, his courage, and his steadfast dedication to his God, his students, and to his community. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby express sincere condolences upon the death of Fred Bell Carter Jr. BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does hereby acknowledge that his life was well spent in benevolent service to others as a good Christian, teacher, counselor, mentor, and football coach, and at his passing, pay tribute to the remarkable legacy that shall live on in the hearts of those he touched in life. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to his widow, Bettie Jean Carter. PRESIDENT OF THE SENATE
