PROPERTY/PUBLIC:  Provides for transfer of certain state property in Rapides Parish to
the city of Pineville
AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Rapides Parish; to provide for the property descriptions;3
to provide for reservation of mineral rights; to provide terms and conditions; to4
provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The secretary of the Department of Health and Hospitals, notwithstanding7
any other provision of law to the contrary, is hereby authorized and empowered to convey,8
transfer, assign, lease or deliver any interest, excluding mineral rights, the state may have9
to all or any portion of the following described parcels of property to the city of Pineville:10
A certain piece, parcel or lot of ground, together with all improvements thereon, rights, ways11
and privileges thereunto belonging or in any way appertaining, being, lying and situated in12
the Section 17, Township 4 North, Range 1 West, Rapides Parish, Louisiana, being more13
particularly described as follows, to wit:14
Commencing at a 4” x 4” concrete monument marking the northwest corner of the city of15
Pineville’s Wastewater Treatment Facility tract; thence proceed South 39 degrees 05 minutes16
29 seconds West, grid bearing, along the northwest boundary line of said city of Pineville17
tract, a distance of 371.23 feet to a 5/8” diameter iron rod (set) marking the POINT OF18
BEGINNING of the tract be described;19
thence continue South 39 degrees 05 minutes 29 seconds West, along said northwest20
boundary line, a distance of 693.37 feet to a 3/4” diameter iron rod (found) marking the21
southwest corner of said city of Pineville Wastewater Treatment Facility tract; thence22
continue South 39 degrees 05 minutes 29 seconds West, along an extension of said23
northwest boundary line and crossing the Red River Levee, a distance of 275.82 feet to a24
5/8” diameter iron rod (set); thence turn right and proceed North 38 degrees 30 minutes 4325
seconds West, departing said northwest boundary line extension, a distance of 88.36 feet to26
a pk nail with shiner in asphalt pavement (set); thence turn right and proceed North 1027
degrees 22 minutes 23 seconds West, a distance of 226.13 feet to a 5/8” diameter iron rod28

of 911.96 feet to a 5/8” diameter iron rod (set); thence turn right and proceed South 861
degrees 46 minutes 58 seconds East, a distance of 465.08 feet to a 5/8” diameter iron rod2
(set); thence turn right and proceed South 24 degrees 18 minutes 32 seconds East, a distance3
of 465.00 feet to the POINT OF BEGINNING;4
The  above described tract contains 12.299 acres, more or less, and is more particularly5
indicated as Tract 1 on Pan American Engineers - Alexandria, Inc., Drawing No. 12089,6
dated November 2, 2012.7
Section 2. The secretary of the Department of Health and Hospitals is hereby8
authorized to enter into such agreements, covenants, conditions, and stipulations and to9
execute such documents as necessary to properly effectuate any conveyance, transfer,10
assignment, lease or delivery of title, excluding mineral rights, to the property described in11
Section 1 of this Act, and as more specifically described in any such agreements entered into12
and documents executed by and between the secretary of the Department of Health and13
Hospitals and the city of Pineville, in exchange of consideration proportionate to the14
appraised value of the property.15
Section 3.  The secretary of the Department of Culture, Recreation and Tourism,16
notwithstanding any other provision of law to the contrary, is hereby authorized and17
empowered to convey, transfer, assign, lease or deliver any interest, excluding mineral18
rights, the state may have to all or any portion of the following described parcel of property19
to the city of Pineville:20
A certain piece, parcel or lot of ground, together with all improvements thereon, rights, ways21

thence continue South 39 degrees 05 minutes 29 seconds West, along said northwest30
boundary line, a distance of 166.45 feet to a 5/8” diameter iron rod (set); thence turn right31
and proceed North 24 degrees 18 minutes 32 seconds West, departing said northwest32
boundary line, a distance of 133.37 feet to a 5/8” diameter iron rod (set); thence turn right33
and proceed North 87 degrees 15 minutes 46 seconds East, a distance of 160.05 feet to the34
POINT OF BEGINNING;35
The above described tract contains 0.228 acres, more or less, and is more particularly36
indicated as Tract 2 on Pan American Engineers - Alexandria, Inc., Drawing No. 12089,37

Section 4.  The secretary of the Department of Culture, Recreation and Tourism is1
hereby authorized to enter into such agreements, covenants, conditions, and stipulations and2
to execute such documents as necessary to properly effectuate any conveyance, transfer,3
assignment, lease or delivery of title, excluding mineral rights, to the properties described4
in Section 1, and as more specifically described in any such agreements entered into and5
documents executed by and between the secretary of the Department of Culture, Recreation6
and Tourism and the city of Pineville, in exchange of consideration proportionate to the7
appraised value of the property.8
Section 5. This Act shall become effective upon signature by the governor or, if not9
signed by the governor, upon expiration of the time for bills to become law without signature10
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If11
vetoed by the governor and subsequently approved by the legislature, this Act shall become12
effective on the day following such approval.13
