AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Lincoln Parish from Louisiana Tech University to the city3
of Ruston; to provide for the property description; to provide for reservation of4
mineral rights; to provide terms and conditions of such transfer; to authorize the5
transfer of certain state property in Vernon Parish, Ouachita Parish, and Richland6
Parish from the Department of Wildlife and Fisheries to the Department of7
Transportation and Development; to provide an effective date; and to provide for8
related matters.9
Be it enacted by the Legislature of Louisiana:10
Section 1. The president of the University of Louisiana System on behalf of the state11
of Louisiana, notwithstanding any other provision of law to the contrary, is hereby12
authorized and empowered to convey, transfer, assign, lease, or deliver any interest,13
excluding mineral rights, the state may have to all or any portion of the following described14
parcel of property to the city of Ruston:15
The description of the property (the "Property") conveyed by Grace Methodist16
Church to the State of Louisiana and Louisiana Tech University by sale of land dated17
December 6, 1981, of record in Conveyance Book 358, page 165, of the records of18
Lincoln Parish, Louisiana.19
Tract l20
Beginning at a concrete post which is located at the point where the South line of the21
NE/4 of NW/4 of Section 26, Township 18 North, Range 3 West, intersects the North22
and West Right of Way line of U.S. Highway No. 80, and run South 50 degrees 3523
minutes West along the said North and West Right of Way line of Highway No. 8024
for a distance of l49.5 feet, where the starting point is found. From said starting point25
run North 39 degrees 25 minutes West to the South line of the NE/4 of NW/4, said26
Section 26, a distance of l30 feet, thence West along the South line of said forty to27 ENROLLEDHB NO. 292

the SW Corner of said as NE/4 of NW/4, Section 26, a distance of l30.5 feet, thence1
South on the forty line to the intersection of the North and West Right of Way line2
of U.S. Highway No. 80, a distance of 271 feet, thence North 50 degrees 35 minutes3
East along the North and West boundary line of said Highway No. 80, to starting4
point, a distance of 272 feet; and,5
Tract 26
Beginning at a concrete post which is located at the point where the South line of the7
NE/4 of NW/4 of Section 26, Township 18 North, Range 3 West, intersects the North8
and West Right of Way line of U.S. Highway No. 80, and run South 50 degrees 359
minutes West along the said North and West Right of Way line of Highway No. 8010
for a distance of 74.5 feet where the starting point is found. From said starting point,11
run North 39 degrees 25 minutes West to the South line of the NE/4 of NW/4 of said12
Section 26, a distance of 66 feet, thence due West along said South line of said forty13
until striking the Corner of the property presently owned by said Church, a distance14
of 95 feet, thence run South 39 degrees 25 minutes East until striking the North and15
West Right of Way line of said Highway a distance of l30 feet, thence North 5016
degrees 35 minutes East along the said North and West Right of Way line of said17
Highway No. 80, to point of beginning, a distance of 75 feet, together with all18
improvements situated thereupon.19
The Property is also described as follows:20
Commence at the Northwest corner of the SE/4 of the NW/4 of Section 26,21
Township l8 North, Range 3 West, thence run due South for a distance of 14.40 feet22
to the starting point. From the starting point run East for a distance of 29.90 feet to23
a 1-inch iron pipe set in concrete in an existing fence corner; thence run North 87°58'24
East along said fence for a distance of 93 feet to a l l/2-inch iron pipe which is25
painted white; thence run due East for a distance of l2l.25 feet to a 3/4-inch iron pipe26
set in concrete on the West boundary of the town of Ruston, Louisiana, lot as27
described in Conveyance Book 34, at Page 400, of the records of the Clerk of Court28
of Lincoln Parish, Louisiana; thence run South 38°02' East along said boundary for29
a distance of 75.55 feet to an existing l/2" iron rod set in concrete on the North right30
of way line of Highway 80; thence run South 52°06' West along the North Right of31
Way line of U.S. Highway 80 for 368.26 feet, thence run North along Tech Drive for32
282.42 feet to the point of beginning.33
Section 2. The  president of the University of Louisiana System on behalf of the34
state of Louisiana is hereby authorized to enter into such agreements, covenants, conditions,35
and stipulations and to execute such documents as necessary to properly effectuate any36
conveyance, transfer, assignment, lease, or delivery of title, excluding mineral rights, to the37
property described in Section 1 of this Act, and as more specifically described in any such38
agreements entered into and documents executed by and between the president of the39
University of Louisiana System on behalf of the state of Louisiana and the city of Ruston,40
in exchange of consideration proportionate to the appraised value of the property.41
Section 3. The Secretary of the Department of Wildlife and Fisheries, or his42
designated representative, notwithstanding any other provision of law to the contrary, is43
hereby authorized, for and on behalf of the State of Louisiana, to convey, transfer, assign,44
and deliver all right, title, and interest the state may have in certain parcels of land, located45 ENROLLEDHB NO. 292

in Vernon Parish, Ouachita Parish, and Richland Parish to the Department of Transportation1
and Development, said properties and all of the improvements situated wholly or partially2
thereon, and all of the rights, ways, servitudes, privileges, and advantages thereunto3
belonging or in anywise appertaining, designated and more particularly described as follows:4

Three (3) certain tract(s) or parcel(s) of land, together with all the improvements situated7
thereon, and all of the rights, ways, privileges, servitudes, and advantages thereunto8
belonging or in anywise appertaining, situated in Section(s) 33 and 34, Township 3 North,9
Range 7 West, Northwestern Land District, Vernon Parish, Louisiana, identified as PARCEL10
NO. 1-2, 3-1, & 3-3 as shown on Sheet Nos. 1, 3, & 4 of the property map for STATE11
PROJECT NO. 029-04-0025 (H.000995), F.A.P. NO. H000995, LA 121 BRIDGES NEAR12
HINESTON, RT. LA 121, VERNON PARISH, prepared by Melvin L. Harrison,13
Professional Land Surveyor, dated June 13, 2011, most recently revised July 12, 2011, which14
property is more particularly described as follows:15

to the left having a radius of 1909.87 feet, whose length is 354.87 feet and whose chord21

northwestern Land District, Ouachita & Richland Parishes, Louisiana, identified as PARCEL9
NOS. 1-1 & 2-1 as shown on Sheets 1 on the property map for STATE PROJECT NO.10
H.000174, 002-02-0030, BAYOU LAFOURCHE BRIDGE, FEDERAL AID PROJECT NO.11
H.000174, ROUTE US-80, OUACHITA & RICHLAND PARISHES, LOUISIANA,12
prepared by Paul D. Fryer, professional land surveyor, dated January 17, 2013, which13
property is more particularly described as follows:14

761.41 feet to a point and corner; thence proceed S75/53’48”W a distance of 103.87 feet to31
a point and corner; thence proceed N52/02’36”W a distance of 737.13 feet to a point and32

comprises Parcel 2-1 as shown on Sheet 2 of the Right of Way Plans of State Project No.35
H.000174, and contains an area of 34367.1 square feet or 0.789 acres.36
The above parcels constitute a portion of the property acquired by Act of Cash Deed dated37
December 28, 1960, and recorded on January 5, 1961, at Entry No. 482337, Ouachita Parish,38
and Deed dated 12/28/1960 and recorded January 11, 1961 Registry No. 177303 in the39
conveyance records of Richland Parish, Louisiana.40
Section 4. The Secretary of the Department of Wildlife and Fisheries and the41
Secretary of the Department of Transportation and Development, or their designated42
representatives, on behalf of the State of Louisiana, are hereby authorized to execute such43
documents and to perform such other acts as are necessary to properly effectuate any44
conveyance, transfer, assignment, and delivery of title to the properties described herein, in45
accordance with law, to the Department of Transportation and Development.46
Section 5. This Act shall become effective upon signature by the governor or, if not47
signed by the governor, upon expiration of the time for bills to become law without signature48 ENROLLEDHB NO. 292

by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If1
vetoed by the governor and subsequently approved by the legislature, this Act shall become2
effective on the day following such approval.3
