MTR VEHICLE/LICEN PLATES: Creates prestige license plates for the Louisiana
Republican and Democratic Parties
AN ACT1
To enact R.S. 47:463.160 and 463.161, relative to motor vehicle special prestige plates; to2
provide for the "Republican Party of Louisiana" license plate; to provide for the3
"Democratic Party of Louisiana" license plate; to provide for the creation, issuance,4
and design of such license plates; to provide relative to the fee and distribution of5
fees for such plates; to authorize the promulgation of rules and regulations relative6
to the creation and implementation of a special prestige license; and to provide for7
related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 47:463.160 and 463.161 are hereby enacted to read as follows: 10
§463.160.  Special prestige license plates; "Republican Party of Louisiana"11
A. The secretary of the Department of Public Safety and Corrections shall12
establish a special prestige motor vehicle license plate to be known as the13
"Republican Party of Louisiana" plate, provided there is a minimum of one thousand14
applicants for such plate. These license plates shall be restricted to use on passenger15
cars, pickup trucks, recreational vehicles, and vans.16
B. The plate shall be of a color and design selected by the chairman of the17
Republican Party of Louisiana.18
C. The prestige license plate shall be issued, upon application, to any citizen19
of Louisiana in the same manner as any motor vehicle license plate in this state.20 HLS 13RS-971	ORIGINAL

D. The department shall collect an annual royalty fee of twenty-five dollars,1
which shall be disbursed in accordance with Subsection E of this Section. This fee2
shall be in addition to the standard motor vehicle license tax imposed by Article VII,3
Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and4
fifty cents for each plate to be retained by the department to offset a portion of5
administrative costs.6
E. The annual royalty fee collected by the department shall be forwarded to7
the state central committee of the Republican Party of Louisiana.8
F. The first five hundred plates shall be reserved for purchase at the direction9
of the Republican Party of Louisiana.10
G. The secretary shall establish rules and regulations as necessary to11
implement the provisions of this Section, including but not limited to rules and12
regulations governing the collection and disbursement of annual fees and the transfer13
and disposition of such license plates.14
§463.161.  Special prestige license plates; "Democratic Party of Louisiana"15
A. The secretary of the Department of Public Safety and Corrections shall16

Abstract: Creates a special prestige license plate for the Republican Party of La. and the
Democratic Party of La.  Provides for the fees, distribution of fees, issuance,

plates.
Proposed law requires the secretary of the Dept. of Public Safety and Corrections to establish
special prestige motor vehicle license plates to be known as the "Republican Party of
Louisiana" and the "Democratic Party of Louisiana" plate, provided there is a minimum of
1,000 applicants for each such plate. These license plates will be restricted to passenger cars,
pickup trucks, recreational vehicles, and vans.
Proposed law specifies that the color and design of the plates will be selected by the
chairman of each respective organization.
 
Proposed law provides that the prestige license plates shall be issued, upon application, to
any La. citizen in the same manner as any other motor vehicle license plate.
Proposed law establishes a royalty fee of $25 for the "Republican Party of Louisiana" and
the "Democratic Party of Louisiana" plate, authorizes a handling fee of $3.50 to be retained
by the department and specifies that the recipient of the royalty fees shall be the state central
committee of each respective organization.
Proposed law provides that the first 500 plates shall be reserved for purchase at the direction
of each respective organization.
Proposed law requires the secretary to adopt rules and regulations to implement the
provisions provided in proposed law.
