BESE: Requires the State Bd. of Elementary and Secondary Education (BESE) to adopt
rules requiring high school students to complete at least one course offered by a
BESE-authorized online or virtual course provider as a prerequisite to graduation
AN ACT1
To enact R.S. 17:7(33), relative to the duties, functions, and responsibilities of the State2
Board of Elementary and Secondary Education; to require the board to develop and3
adopt rules and regulations that provide requirements for high school students4
relative to the completion of courses offered by certain online or virtual course5
providers as a prerequisite to graduation; to provide for implementation; and to6
provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 17:7(33) is hereby enacted to read as follows: 9
ยง7.  Duties, functions, and responsibilities of board10
In addition to the authorities granted by R.S. 17:6 and any powers, duties, and11
responsibilities vested by any other applicable laws, the board shall:12

(33) Develop and adopt rules and regulations in accordance with the14
Administrative Procedure Act that require all public high school students to15
successfully complete at least one course offered by an online or virtual course16
provider authorized by the board pursuant to R.S. 17:4002.4 as a prerequisite to17

Section 2. Implementation of the provisions of this Act shall begin with the class of1
students entering the ninth grade in the fall of 2014.2

Abstract: Requires the State Bd. of Elementary and Secondary Education (BESE) to adopt
rules and regulations that require all public high school students, beginning with
those entering ninth grade in the fall of 2014, to successfully complete at least one
course offered by a BESE-authorized online or virtual course provider as a
prerequisite to graduation.
Present law provides generally for the duties, functions, and responsibilities of the State Bd.
of Elementary and Secondary Education (BESE).  Proposed law additionally requires BESE
to develop and adopt rules and regulations in accordance with the Administrative Procedure
Act that require all public high school students, as a prerequisite to graduation, to
successfully complete at least one course offered by an online or virtual course provider
authorized by BESE pursuant to present law (the Course Choice Program).  Proposed law
implementation begins with students entering the ninth grade in the Fall of 2014.
