AN ACT1
To enact R.S. 17:3351.11(E) and 3351.17 through 3351.19, relative to tuition and mandatory2
fee amounts for public postsecondary education institutions; to authorize each public3
postsecondary management board to impose certain tuition and fee amounts at4
certain institutions; to provide for effectiveness; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:3351.11(E) and 3351.17 through 3351.19 are hereby enacted to7
read as follows:8
§3351.11. Board of Supervisors of Louisiana State University and Agricultural and9
Mechanical College; tuition and attendance fee amounts; Health Sciences10
Centers; waivers11

E. In addition to the authority granted by this Section and any other13
provision of law, including but not limited to R.S. 17:3139.5, and in accordance with14
the provisions of Article VII, Section 2.1(A) of the Constitution of Louisiana, the15
Board of Supervisors of Louisiana State University and Agricultural and Mechanical16
College may impose the following fees for students enrolled in Louisiana State17
University Health Sciences Center-New Orleans School of Dentistry for the 2013-18
2014 academic year and thereafter:19
(1) A dental supply fee of three hundred dollars per academic year for20
students in the doctor of dental surgery program, the dental hygiene program, and the21

(2) A prosthetic device fee of two hundred seventy-five dollars per academic1
year for second-year students in the doctor of dental surgery program.2

§3351.17. Distance education; tuition and attendance fees; waivers; public4
postsecondary education management boards5
A. In addition to the authority granted by any other provision of law,6
including but not limited to R.S. 17:3139.5, and in accordance with Article VII,7
Section 2.1 of the Constitution of Louisiana, the Board of Supervisors of Louisiana8
State University and Agricultural and Mechanical College, the Board of Supervisors9
of Southern University and Agricultural and Mechanical College, the Board of10
Supervisors for the University of Louisiana System, and the Board of Supervisors11
of Community and Technical Colleges may impose at each institution under its12
respective management and supervision for the Fall 2013 semester and thereafter13
tuition and attendance fees for students enrolled in an academic degree program14
offered entirely through distance education as defined by the Southern Association15
of Colleges and Schools when such program is comparable to a program offered16
through traditional in-person classroom instruction.17
B. The authority granted in Subsection A of this Section shall include the18
authority to impose proportional amounts for part-time students and for summer19
sessions.20
C.  Each board shall establish criteria for waiving the tuition and fees21
authorized in Subsection A of this Section in cases of financial hardship as22
determined by the board. Information relative to such waivers and the criteria and23
procedures for obtaining a waiver shall be made available to all prospective students24
in a timely manner such that each student is informed of the availability of a waiver25
prior to the student making a final decision concerning attendance.26
§3351.18. Board of Supervisors of Louisiana State University and Agricultural and27
Mechanical College; digital media program fee; amount; waivers28
A. In addition to the authority granted by any other provision of law,29
including but not limited to R.S. 17:3139.5, and in accordance with Article VII,30 ENROLLEDHB NO. 671

Section 2.1 of the Constitution of Louisiana, the Board of Supervisors of Louisiana1
State University and Agricultural and Mechanical College may impose at Louisiana2
State University and Agricultural and Mechanical College at Baton Rouge for the3
Fall 2013 semester and thereafter a digital media program fee for students enrolled4
in graduate and professional degree programs in digital media in an amount not to5
exceed two thousand five hundred dollars per semester.6
B. The authority granted in Subsection A of this Section shall include the7
authority to impose proportional amounts for part-time students and for summer8
sessions.9
C. The board shall establish criteria for waiving the fee authorized in10
Subsection A of this Section in cases of financial hardship as determined by the11
board. Information relative to such waivers and the criteria and procedures for12
obtaining a waiver shall be made available to all prospective students in a timely13
manner such that each student is informed of the availability of a waiver prior to the14
student making a final decision concerning attendance.15
§3351.19. Building use fee; amount; waivers; public postsecondary education16
management boards17
A. In addition to the authority granted by any other provision of law,18
including but not limited to R.S. 17:3139.5, 3351.7, and 3351.8, and in accordance19
with Article VII, Section 2.1 of the Constitution of Louisiana, the Board of20
Supervisors of Louisiana State University and Agricultural and Mechanical College,21
the Board of Supervisors of Southern University and Agricultural and Mechanical22
College, the Board of Supervisors for the University of Louisiana System, and the23
Board of Supervisors of Community and Technical Colleges may impose at each24
institution under its respective management and supervision, for the Fall 201325
semester and thereafter, a building use fee.  The amount of the fee shall not exceed26
forty-eight dollars per semester or any higher fee amount otherwise specifically27

B. The proceeds of the fee shall be used to construct, acquire, repair,1
maintain, operate, or improve the facilities and physical infrastructure of the2
institution collecting the fee.3
C. The authority granted in Subsection A of this Section shall include the4
authority to impose proportional amounts for part-time students and for summer5
sessions.6
D. Each board shall establish criteria for waiving the fee authorized in7
Subsection A of this Section in cases of financial hardship as determined by the8
board. Information relative to such waivers and the criteria and procedures for9
obtaining a waiver shall be made available to all prospective students in a timely10
manner such that each student is informed of the availability of a waiver prior to the11
student making a final decision concerning attendance.12
Section 2. This Act shall become effective upon signature by the governor or, if not13
signed by the governor, upon expiration of the time for bills to become law without signature14
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If15
vetoed by the governor and subsequently approved by the legislature, this Act shall become16
effective on the day following such approval.17
