HLS 13RS-1267 ORIGINAL Page 1 of 2 Regular Session, 2013 HOUSE RESOLUTION NO. 129 BY REPRESENTATIVE KATRINA JACKSON RECREATION: Requests the House Committee on Municipal, Parochial and Cultural Affairs to study policies, practices, and funding needed to ensure that parks and recreation centers provide recreation equipment and opportunities appropriate for children with disabilities A RESOLUTION1 To urge and request the House Committee on Municipal, Parochial and Cultural Affairs to2 study policies, practices, and funding needed to ensure that parks and recreation3 centers provide recreation equipment and opportunities appropriate for children with4 disabilities and to report its findings to the House of Representatives prior to the5 convening of the 2014 Regular Session of the Legislature of Louisiana.6 WHEREAS, the provision of recreation facilities and opportunities is one of the7 critical responsibilities of local governments in Louisiana; and8 WHEREAS, in fulfilling this responsibility, parishes, municipalities, and recreation9 districts provide all manner of parks, tracks, riding centers, playgrounds, courts, pools,10 ballfields, gyms, and other facilities outfitted with a large variety of specialized recreational11 items and equipment; and12 WHEREAS, recreation facilities are such a widespread and popular part of the13 Louisiana landscape that many Louisiana citizens take them for granted and are not even14 aware that they are provided by public entities; and 15 WHEREAS, most Louisiana citizens can readily identify some way in which public16 recreation facilities and opportunities contribute to their physical and psychological health;17 and18 HLS 13RS-1267 ORIGINAL HR NO. 129 Page 2 of 2 WHEREAS, it is therefore of critical importance that recreation facilities and1 opportunities be structured, equipped, or offered in such a way that they are accessible and2 can be fully enjoyed by all Louisiana citizens, including children with disabilities; and3 WHEREAS, little is known about the current state of the accessibility of Louisiana's4 recreation facilities and opportunities for children with disabilities, and the House of5 Representatives is in dire need of further information about those policies, practices, and6 funding streams that would best move the state toward its goal of full access to appropriate7 recreation facilities and opportunities for all children with disabilities.8 THEREFORE, BE IT RESOLVED that the House of Representatives of the9 Legislature of Louisiana requests the House Committee on Municipal, Parochial and10 Cultural Affairs to study policies, practices, and funding needed to ensure that parks and11 recreation centers provide recreation equipment and opportunities appropriate for children12 with disabilities and to report its findings to the House of Representatives prior to the13 convening of the 2014 Regular Session of the Legislature of Louisiana.14 DIGEST The digest printed below was prepared by House Legislative Services.
