Regular Session, 2013 HOUSE RESOLUTION NO. 6 BY REPRESENTATIVES ABRAMSON AND MILLER A RESOLUTION1 To amend and readopt House Rules 2.10(A)(4) and (12), 6.8(A), and 6.11(A)(3) and (4) of2 the Rules of Order of the House of Representatives, to adopt House Rule 1.5 of the3 Rules of Order of the House of Representatives, and to repeal House Rules4 6.11(A)(5), 8.20, 8.21, 8.22, 8.23, 8.24, and 8.25 of the Rules of Order of the House5 of Representatives, to provide relative to the recommittal of certain legislative6 instruments; to provide relative to revocation of certain access under certain7 circumstances; and to repeal provisions for the local and consent and major state8 calendars.9 BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana10 that House Rules 2.10(A)(4) and (12), 6.8(A), and 6.11(A)(3) and (4) of the Rules of Order11 of the House of Representatives are hereby amended and readopted and House Rule 1.5 of12 the Rules of Order of the House of Representatives is hereby adopted to read as follows:13 Rule 1.5. Access revocation; lobbying 14 A. No person who has been granted admission to the floor of the House15 Chamber shall lobby for or against, or under any other guise engage in any activity16 in support of or in opposition to, any legislative instrument or other matter before the17 House of Representatives or any committee thereof during the course of any18 legislative session. Any such activity shall be cause for the immediate confiscation19 and revocation of any badge issued to such person and removal of such person from20 the House Chamber upon order of the presiding officer.21 B. C. The provisions of this Rule shall not apply to any member of the1 legislature nor to any legislative employee subject to the provisions of House Rule2 3.4. 3 * * *4 Rule 2.10. Clerk of the House; duties5 A. The duties of the Clerk while the legislature is in session shall include the6 following:7 * * *8 (4) To maintain the calendars of bills, resolutions, and joint resolutions to be9 taken up and acted upon by the House, including the regular, the major state, and the10 local and consent calendars, as provided in House Rules 8.2, 8.8, 8.20, 8.21, 8.22,11 and 8.23.12 * * *13 (12) To make available, electronically, prior to convening each day an order14 of the day for the House which shall consist of a listing of the regular and special15 orders of business of the House for that day; an enumeration of each legislative16 instrument to be acted upon that day in each such order of business; an enumeration17 of all legislative instruments for which a notice of intention to call from the calendar18 has been given in accordance with House Rule 8.26; and an enumeration of all19 legislative instruments which have been returned to the calendar. The order of the20 day shall also enumerate those instruments on third reading and final passage which21 are on the major state calendar and those which are on the local and consent22 calendar. No hard copies of the order of the day shall be distributed to a member23 unless the member specifically requests a hard copy.24 * * *25 Rule 6.8. A.(1) A joint resolution proposing an amendment to the Louisiana1 Constitution or a bill which calls a special election or which proposes to submit a2 proposition or question to the voters, having been referred to a standing committee,3 other than the Committee on Civil Law and Procedure, under the provisions of Rule4 6.5, if reported, shall be reported to the Clerk of the House in accordance with the5 requirements of Rule 6.11(A). However, after such report, any such House6 instrument ordered engrossed, immediately following the engrossment order, and7 any such Senate instrument reported favorably or with amendments, immediately8 following the reading of such report and action on any amendments reported, shall9 be recommitted by the speaker to the Committee on Civil Law and Procedure.10 (2)(a) Said committee shall study all legislative instruments recommitted to11 it pursuant to this Paragraph, shall ensure that the ballot language is comprised of12 simple, unbiased, concise, and easily understood language which conforms to all13 applicable laws, and shall review the proposed election date at which the proposition14 or question is to be submitted to the voters to ensure maximum voter turnout, to the15 extent practicable.16 (b) Said committee shall also study all measures legislative instruments17 recommitted to it pursuant to this Paragraph, taking into account other joint18 resolutions introduced in either the House or the Senate, and shall report such19 measures to the full House "with amendments" or "without amendments".20 (c) Said committee shall study all joint resolutions recommitted to it, taking21 into account other joint resolutions introduced in either the House or the Senate, and22 include with the report a statement indicating whether the measures referred to it can23 be accomplished statutorily without the necessity of the constitutional amendment24 and whether such measures conflict with one another, and indicating the number of25 joint resolutions introduced and the number reported by other standing committees.26 * * *27 Rule 6.11. Committee report; session; interim28 A. For each meeting held during session at which a legislative instrument is29 scheduled for public hearing, a standing committee shall submit a written report to30 ENROLLEDHR NO. 6 Page 4 of 5 CODING: Words in struck through type are deletions from existing law; words underscored are additions. the Clerk of the House as soon as possible after each committee meeting. For each1 meeting held during the interim at which a legislative instrument is scheduled for2 public hearing and a report on such instrument is determined, each standing3 committee shall submit a written report to the Clerk of the House within five4 working days after the committee meeting. The report of such standing committee5 for each meeting shall be in such form as to list in numerical order the number and6 title of each legislative instrument upon which the committee took action at the7 meeting. Below the designation and title of each legislative instrument the report of8 the committee shall contain the following with respect to such instrument:9 * * *10 (3) In each case in which a bill or joint resolution is reported favorably or11 reported with amendments, after the vote by which such report was determined, in12 parentheses, the words "local and consent calendar", if, upon a separate motion, the13 committee has recommended that the instrument be placed on the local and consent14 calendar as provided in House Rule 8.21, or the words "major state calendar", if,15 upon a separate motion, the committee has recommended that the instrument be16 placed on the major state calendar as provided in House Rule 8.22, or, the words17 "regular calendar", for a bill or a joint resolution which is not placed on the local and18 consent calendar or on the major state calendar.19 (4) For each instrument reported with amendments, the proposed20 amendments, submitted on a separate sheet of paper and numbered consecutively and21 the original and three copies thereof attached to the bill.22 (5) (4) In each case in which the committee has recommended that the bill23 or joint resolution be placed in Special Order, in parentheses the words "Special24 Order" after the words "local and consent calendar", "regular calendar", or "major25 state calendar", if, upon a separate motion, the committee has recommended that the26 bill or joint resolution be placed in Special Order as provided in House Rule 8.6.27 * * *28 ENROLLEDHR NO. 6 Page 5 of 5 CODING: Words in struck through type are deletions from existing law; words underscored are additions.
