SENATE BILL NO. 170

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
AN ACT1
To authorize and provide for the transfer of certain state property; to provide for the transfer2
of state property in St. Tammany Parish; to provide for the property description; to3
provide for reservation of mineral rights; to provide terms, conditions, and4
requirements; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The secretary of the Department of Health and Hospitals, and the7
commissioner of administration, on behalf of the state, notwithstanding any other8
provision of law to the contrary, are hereby authorized and empowered to convey,9
transfer, assign, and deliver any interest, excluding mineral rights, the state may have10
to all or any portion of unimproved or improved land included in any of the following11
described parcels of property to the parish governing authority of St. Tammany:12
Parcel No. 113
A parcel of land, together with all improvements thereon, lying partly in14
Sections 37, 42 and 43, Township 8 South, Range 12 West, Greensburg District,15
Parish of St. Tammany, Louisiana, beginning at a point on the left bank of16
Bayou Castin 40 feet North of the center line of U.S. Highway 190; thence along17
the North right of way line of said highway S 65 degrees 30 minutes E 3540 feet18
to a point of beginning; thence a forward left angle of 79 degrees 40 minutes N19
34 degrees 50 minutes E 2800 feet; thence forward left angle of 64 degrees 5020
minutes, N 30 degrees W 3600 feet to the left bank of Bayou Castin; thence21
following the meanderings of said bayou on its left bank upstream to the22

intersection of said bayou with the East boundary line of Section 43, Township1
8, Range 12 E; thence S 24 degrees E. 112.72 chains; thence N 49 degrees 052
minutes E. 61.00 chains; thence N 48 degrees 30 minutes E 43.66 chains; thence3
N 48 degrees 45 minutes E 31.12 chains; thence S 40 degrees 54 minutes E. 58.034
chains; thence S 49 degrees 06 minutes W 71.24 chains; thence S 48 degrees 455
minutes W 51.11 chains to the intersection of the North boundary line Section6
21 with the North boundary line of Section 48, Township 8 S, Range 12 E;7
thence Northwest along the North boundary line of said Section 48, to the right8
bank of Cane Bayou; thence in a southerly direction along the right bank of said9
Cane Bayou following the meanderings thereof to a point 40 feet North of the10
center of U.S. paved highway 190; thence in a northwesterly direction along the11
North side of said highway a distance of approximately 8250 feet to the point of12
beginning.13
Parcel No. 214
A parcel of land, together with all improvements thereon, beginning at a point15
on the left bank of Bayou Castin 40 feet North of the center line of U.S. Highway16
No. 190 thence along the North right of way line of said highway S. 65 degrees17
30 minutes 3540 feet to the Southeast corner of property, thence a forward left18
angle of 79 degrees 40 minutes, N 34 degrees 50 minutes E 2800 feet, thence19
forward left angle of 64 degrees 50 minutes, N 30 degrees W 3600 feet to the left20
bank of Bayou Castin, thence following the meanderings of said Bayou, on its21
left bank, downstream, to the place of beginning and containing 300 acres more22
or less, and is part of sections 37-43 and 47, Township 8 South, Range 12 East,23
Greensburg District, Louisiana, Parish of St. Tammany, together with all24
buildings and improvement thereon.25
Parcel No. 326
A parcel of land, together with all improvements thereon, within the above27
described property more particularly described as follows, to-wit: Beginning at28
a point on the left bank of Bayou Castin forty (40) feet North of the center line29
of U.S. Highway 190; thence along the North right of way line of said Highway30 SB NO. 170	ENROLLED

S. 65 degrees 30 minutes E 5440 feet to a point on the East boundary of Main1
Drive right of way, thence North 1550 feet to a point which is the point of2
beginning. From the said point of beginning follow the easterly boundary of the3
Main Drive right of way line a distance of 1600 feet to a point, thence East 454
degrees South a distance of 500 feet to a point; thence South 45 degrees West a5
distance of 600 feet to a point; thence North 45 degrees West a distance of 4006
feet to a point; thence proceed 1000 feet in a southwest direction on a line7
parallel to Main Drive to a point which is the northwest corner of the existing8
lift station, thence northwest a distance of 100 feet to the point of beginning, all9
as shown on the Louisiana State Department of Hospitals map dated June 13,10
1968, being Plan 808, and all as per a legal description certified by J. Ben11
Meyer, Jr., P. E.12
Section 2.  The secretary of the Department of Health and Hospitals, and the13
commissioner of administration may convey all or any portion of Parcels 1, 2 and 314
described in Section (1) to the parish governing authority of St. Tammany, in exchange15
of consideration proportionate to the appraised value of the property. The secretary16
of the Department of Health and Hospitals and the commissioner of administration are17
hereby authorized to enter into such agreements, covenants, conditions, and18
stipulations and to execute such documents as necessary to properly effectuate any19
conveyance, transfer, assignment, or delivery of title, excluding mineral rights, to the20
properties described in Section (1), and as more specifically described in any such21
agreements entered into and documents executed by and between the secretary of the22
Department of Health and Hospitals and the commissioner of administration and the23
parish governing authority of St. Tammany, in exchange of consideration24
proportionate to at least the appraised value of the properties.25
Section 3. This Act shall become effective upon signature by the governor or, if not26
signed by the governor, upon expiration of the time for bills to become law without signature27
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If28
vetoed by the governor and subsequently approved by the legislature, this Act shall become29
effective on the day following such approval.30 SB NO. 170	ENROLLED
