Regular Session, 2013 SENATE BILL NO. 193 BY SENATOR AMEDEE COURTS. Provides for a statewide increase in court costs in city, parish, district, appellate, and supreme courts. (2/3-CA7s2.1) (8/1/13) AN ACT1 To enact R.S. 13:126.1, 352.1, 841.4, 1213.3, 1912, 2157.1, 2500.4, 2520, and 2565, relative2 to additional court costs or fees; to provide for additional fees or costs on writs and3 appeals filed with the Supreme Court and all courts of appeal; to provide for4 additional court costs or fees in all district courts, the New Orleans Civil District5 Court, all city and municipal courts, the city courts of New Orleans, the municipal6 court of New Orleans, the traffic court of New Orleans, and all parish courts; to7 provide for the collection, disposition, and use of fees; and to provide for related8 matters.9 Be it enacted by the Legislature of Louisiana:10 Section 1. R.S. 13:126.1, 352.1, 841.4, 1213.3, 1912, 2157.1, 2500.4, 2520, and11 2565 are hereby enacted to read as follows:12 §126.1. Additional fees; Judicial College13 A. In addition to all other fees or costs provided for by law, the clerk of14 the supreme court shall be entitled to collect one dollar for the initial filing in15 all civil cases. All fees collected pursuant to Subsection A of this Section shall be1 deposited into a special account and transmitted monthly to the Louisiana2 Judicial College to defray the costs associated with the Judicial College's3 general growth and program improvement strategies.4 * * *5 §352.1. Additional fees; Judicial College6 A. In addition to all other fees or costs provided for by law, the clerks7 of all of the courts of appeal shall charge and collect one dollar for the initial8 filing in a record of appeal or an application for writs in all civil matters. This9 fee shall not apply to any writs or appeals filed in juvenile and family cases.10 B. All fees collected pursuant to Subsection A of this Section shall be11 deposited into a special account and transmitted monthly to the Louisiana12 Judicial College to defray the costs associated with the Judicial College's13 general growth and program improvement strategies.14 * * *15 §841.4. Additional court costs in civil and traffic matters; Judicial College16 A. In addition to any other fees or costs imposed or authorized to be17 imposed and collected, the clerk of court of each district court shall demand and18 receive from each party liable for court costs the additional sum of one dollar19 for the initial filing in all civil and traffic matters. This fee shall not apply to20 juvenile and family cases.21 B. All fees collected pursuant to Subsection A of this Section shall be22 deposited into a special account and transmitted monthly to the Louisiana23 Judicial College to defray the costs associated with the Judicial College's24 general growth and program improvement strategies.25 * * *26 §1213.3. In addition to any other fees or costs imposed or authorized to be20 imposed and collected, the clerks of the city courts of New Orleans shall demand21 and receive from each party liable for court costs the additional sum of one22 dollar for the initial filing in all civil and traffic matters.23 B. All fees collected pursuant to Subsection A of this Section shall be24 deposited into a special account and transmitted monthly to the Louisiana25 Judicial College to defray the costs associated with the Judicial College's26 general growth and program improvement strategies.27 * * *28 §2500.4. All fees collected pursuant to Subsection A of this Section shall be5 deposited into a special account and transmitted monthly to the Louisiana6 Judicial College to defray the costs associated with the Judicial College's7 general growth and program improvement strategies.8 * * *9 §2520. Additional court costs in traffic matters; Judicial College10 A. In all prosecutions in the Traffic Court of New Orleans, including all11 traffic violations other than parking, there shall be taxed as costs against every12 defendant, who is convicted after trial or plea of guilty or nolo contendere or13 who forfeits his bond, the sum of one dollar, which shall be in addition to all14 other fines, costs, or forfeitures lawfully imposed.15 B. All fees collected pursuant to Subsection A of this Section shall be16 deposited into a special account and transmitted monthly to the Louisiana17 Judicial College to defray the costs associated with the Judicial College's18 general growth and program improvement strategies.19 * * *20 §2565. Additional court costs in civil and traffic matters; Judicial College21 A. In addition to any other fees or costs imposed or authorized to be22 imposed and collected, the clerk of each parish court shall demand and receive23 from each party liable for court costs the additional sum of one dollar for the24 initial filing in all civil and traffic matters.25 B.
