AN ACT1
To amend and reenact R.S. 33:4562.3 (C), (E), and (F), to enact R.S. 33:4562.3(H), and to2
repeal R.S. 33:4562.4, relative to the Evangeline-Ville Platte Recreation District; to3
provide for a board of commissioners; to provide for the appointments of the4
commissioners; to provide for duties of the board of commissioners; to provide for5
the allocation of revenue; to authorize advisory committees; to provide for an6
effective date; and to provide for related matters.7
Notice of intention to introduce this Act has been published.8
Be it enacted by the Legislature of Louisiana:9
Section 1. R.S. 33:4562.3 (C), (E), and (F) are hereby amended and reenacted and10
R.S. 33:4562.3(H) is hereby enacted to read as follows: 11

C. The district shall be governed by a board of commissioners, composed of15
eleven nine members who shall be qualified voters and residents of the area16
contained in the district. The members of the board, who shall serve one-year terms,17 SB NO. 209

shall be appointed as follows:1
(1) Seven members shall be appointed by the governing authority of2
Evangeline Parish. Three members shall be appointed by the governing authority3
of the parish in which the district is located.4
(2) Three members shall be appointed by the board of aldermen of the city5
of Ville Platte with the concurrence of the mayor. Three members shall be6
appointed by the board of aldermen of the most populous municipality located7
in the parish according to the latest federal decennial census, with the8
concurrence of the mayor of the municipality.9
(3) One member shall be appointed jointly by the members of the legislature10
who represent the representative or senatorial district or districts in which the district11
is located. Three members shall be appointed jointly by the members of the12
legislature who represent the representative or senatorial district or districts in13
which the district is located.14

E. Members of the board of commissioners shall receive no compensation,16
but may be reimbursed reasonable expenses incurred in performing their duties for17
the benefit of the district. The governing authority for the parish may promulgate18
rules establishing the expenses that will be reimbursed. However, the secretary19
and treasurer of the board of commissioners may receive compensation for20
their services.21
F. For the first thirty-six months of operation, all revenue generated by the22
assets of the district shall be dedicated to the operation and maintenance of,23
equipment for, and improvements to the district. Thereafter, revenue generated24
by the assets of the district may be allocated to the promotion or sponsorship of25
athletic and health-related activities in the district in addition to other matters26
provided by law.27

committee composed of the presidents, or their designees, of the various sports1
leagues formally organized and located within the district. The purpose of the2
advisory committee shall be to make recommendations to the board regarding3
recreational programming and enrichment activities in the district.4
Section 2. R.S. 33:4562.4 is hereby repealed.5
Section 3. This Act shall become effective upon signature by the governor or, if not6
signed by the governor, upon expiration of the time for bills to become law without signature7
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If8
vetoed by the governor and subsequently approved by the legislature, this Act shall become9
effective on the day following such approval.10

Present law (R.S. 33:4562.4) applies to recreational districts located in a parish with a
population of not less than 33,500 and not more than 35,000. Provides that such district
shall have a nine-member board and allows compensation to the secretary and treasurer.
Provides that revenue generated by assets may be allocated to the promotion or sponsorship
of athletic and health-related activities and allows the board to create an advisory committee.
Proposed law repeals present law.
Effective upon signature of the governor or lapse of time for gubernatorial action.
