SENATE BILL NO. 209

AN ACT1
To amend and reenact R.S. 33:4562.3 (C), (E), and (F), to enact R.S. 33:4562.3(H), and to2
repeal R.S. 33:4562.4, relative to the Evangeline-Ville Platte Recreation District; to3
provide for a board of commissioners; to provide for the appointments of the4
commissioners; to provide for duties of the board of commissioners; to provide for5
the allocation of revenue; to authorize advisory committees; to provide for an6
effective date; and to provide for related matters.7
Notice of intention to introduce this Act has been published.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 33:4562.3 (C), (E), and (F) are hereby amended and reenacted and10
R.S. 33:4562.3(H) is hereby enacted to read as follows: 11
ยง4562.3. Evangeline-Ville Platte Recreation District; creation; boundaries; objects12
and purposes; governing authority; powers13

C. The district shall be governed by a board of commissioners, composed of15
eleven nine members who shall be qualified voters and residents of the area16
contained in the district. The members of the board, who shall serve one-year terms,17
shall be appointed as follows:18
(1)  Seven members shall be appointed by the governing authority of19
Evangeline Parish. Three members shall be appointed by the governing authority20
of the parish in which the district is located.21
(2) Three members shall be appointed by the board of aldermen of the city22
of Ville Platte with the concurrence of the mayor. Three members shall be23
appointed by the board of aldermen of the most populous municipality located24

in the parish according to the latest federal decennial census, with the1
concurrence of the mayor of the municipality.2
(3)  One member shall be appointed jointly by the members of the legislature3
who represent the representative or senatorial district or districts in which the district4
is located.  Three members shall be appointed jointly by the members of the5
legislature who represent the representative or senatorial district or districts in6
which the district is located.7

E. Members of the board of commissioners shall receive no compensation,9
but may be reimbursed reasonable expenses incurred in performing their duties for10
the benefit of the district.  The governing authority for the parish may promulgate11
rules establishing the expenses that will be reimbursed.  However, the secretary12
and treasurer of the board of commissioners may receive compensation for13
their services.14
F. For the first thirty-six months of operation, all revenue generated by the15
assets of the district shall be dedicated to the operation and maintenance of,16
equipment for, and improvements to the district.  Thereafter, revenue generated17
by the assets of the district may be allocated to the promotion or sponsorship of18
athletic and health-related activities in the district in addition to other matters19
provided by law.20

H. The board of commissioners of the district may create an advisory22
committee composed of the presidents, or their designees, of the various sports23
leagues formally organized and located within the district. The purpose of the24
advisory committee shall be to make recommendations to the board regarding25
recreational programming and enrichment activities in the district.26
Section 2.  R.S. 33:4562.4 is hereby repealed.27
Section 3. This Act shall become effective upon signature by the governor or, if not28
signed by the governor, upon expiration of the time for bills to become law without signature29
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If30 SB NO. 209	ENROLLED

vetoed by the governor and subsequently approved by the legislature, this Act shall become1
effective on the day following such approval.2
