HORSE RACING. Provides relative to certain annual license fee renewals for participating
in horse racing. (7/1/13)
AN ACT1
To amend and reenact R.S. 4:169(A)(2) and (B) and to enact R.S. 4:169(A)(3), relative to2
licenses, registrations, and fees for participating in racing; to provide for certain3
annual renewals; to provide for an effective date; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 4:169(A)(2) and (B) are hereby amended and reenacted and R.S.6
4:169(A)(3) is hereby enacted to read as follows:7

(2) All licenses must be taken out forty-eight hours after arrival except11
out-of-state owners may be allowed not more than ten days. 	Licenses and12
registrations expire June thirtieth of each year and may be renewed by mailing13
full payment of the appropriate renewal license fee or renewal registration fee14
to the commission.15
(3) Effective July 1, 2013, owners, trainers, jockeys, jockey agents,16
exercise persons, and veterinarians may renew the annual license fee for up to17 SB NO. 252

a three-year period which shall expire June thirtieth of the third year. Colors1
may also be registered at the annual license amount for up to a three-year2
period to expire June thirtieth of the third year.3
B.(1) Licenses and registrations expire June thirtieth of each year and may4
be renewed by mailing full payment of the appropriate renewal license fee or5
renewal registration fee to the commission.  Effective on July 1, 1987 owners,6
trainers, jockeys, jockey agents, exercise persons, and veterinarians may have the7
option of obtaining a license for a three-year period to expire June thirtieth of the8
third year. Colors may also be registered for a three-year period to expire June9
thirtieth of the third year.  The fee for the three-year license shall be as follows:10

(2) B. It shall be the responsibility of each owner, trainer, jockey, jockey19
agent, exercise person, and veterinarian licensed under this Section to notify the20
commission if they become ineligible for a license or registration.21

Section 2. This Act shall become effective on July 1, 2013; if vetoed by the governor23
and subsequently approved by the legislature, this Act shall become effective on July 1,24
2013, or on the day following such approval by the legislature, whichever is later.25

Proposed law retains present law but authorizes renewal of the annual license fee for up to
a three-year period which expires June thirtieth of the third year in place of the three-year
license.
Effective July 1, 2013.
