SPECIAL DISTRICTS. Provides relative to the powers and duties of the Algiers
Development District. (8/1/13)
AN ACT1
To amend and reenact R.S. 33:2740.27(A)(1) and (F), relative to the Algiers Development2
District; to expand the special taxing district to include the commercial development3
area known as the Village Aurora Shopping Center; to provide for funding of the4
Algiers-Canal Street Ferries; and to provide for related matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 33:2740.27(A)(1) and (F) are hereby amend and reenact to read as8
follows:9
ยง2740.27. The Algiers Development District; creation, composition, and powers;10
levy of ad valorem taxes and issuance of bonds11
A.(1) There shall be, and there hereby is, created a special taxing district12
comprised of all territory within the fifteenth ward of Orleans Parish, which ward13
extends to the center of the Mississippi River, and the property of the Village14
Aurora Shopping Center.15

may be authorized by law to levy and collect, is hereby authorized to levy and collect1
as provided in this Section for a term not to exceed fifty years from and after the date2
the first tax is levied pursuant to the provisions of this Section, in the same manner3
and at the same time as all other ad valorem taxes on property subject to taxation by4
the city are levied and collected, a special ad valorem tax upon all taxable real5
property situated within the boundaries of the Algiers Development District. The tax6
shall be levied and collected only after the question of its imposition has been7
submitted to and approved by a majority of the qualified voters of the district voting8
on the question at a regularly scheduled primary or general election to be conducted9
in accordance with provisions of the Louisiana Election Code. Any tax levied10
pursuant to the provisions of this Section shall be subject to the homestead11
exemption as provided by Article VII, Section 20 of the Constitution of Louisiana.12
The proceeds of the tax shall be used solely and exclusively for the purposes and13
benefit of the district and to fund the continual operation of the Algiers-Canal14
Street Ferry system. The proceeds shall be paid over to the Board of Liquidation,15
City Debt, day by day as the same are collected and received by the appropriate16
officials of the city of New Orleans and maintained in a separate account. The tax17
proceeds shall be paid out by the Board of Liquidation, City Debt, solely for the18
purposes provided for in this Section upon warrants or drafts drawn on such Board19
of Liquidation, City Debt, by the appropriate officials of the city and the treasurer20
of the district.21

DIGEST
Present law created the Algiers Development District, a special taxing district within the
fifteenth ward of Orleans Parish.
Proposed law retains present law and expanded the boundary by including the Village
Aurora Shopping Center.
Present law provides that the proceeds of the tax shall be used solely and exclusively for the
purposes and benefit of the district. SB NO. 253
