AN ACT1
To enact R.S. 17:3162(D), 3165.1 and 3168(5), relative to the transfer and articulation of2
postsecondary academic credits; to provide for the awarding and transfer of college3
credit for the academic content of career and technical and industry-based4
certification courses; to provide for the responsibilities and duties of the Statewide5
Articulation and Transfer Council and the Board of Supervisors of Community and6
Technical Colleges; to provide for reporting; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:3162(D), 3165.1 and 3168(5) are hereby enacted to read as9
follows:10
§3162. Statewide Articulation and Transfer Council; creation; purpose; membership;11
duties and responsibilities12

D. The council, with appropriate consultation and collaboration with the14
Board of Supervisors of Community and Technical Colleges, shall oversee the15
development and implementation of a process to award and transfer college16
credit for the academic content embedded in career and technical education and17
industry-based certification courses as provided in R.S. 17:3165.1.18

A. To provide a career pathway between career and technical education1
and industry-based certification programs and academic degree programs2
offered by public community colleges, the Board of Supervisors of Community3
and Technical Colleges shall establish a process to recognize the academic4
content embedded in career and technical education and industry-based5
certification courses, award college-level credit for such content, and guarantee6
the transfer of such credit to any public state community college.7
B.  The board shall:8
(1) Develop "academic transfer modules" to recognize the academic9
content embedded in career and technical education and industry-based10
certification courses which can be applied to award a student with partial or full11
credit in an equivalent academic course offered by any public state community12
college.13
(a) The content of each academic transfer module may be contained in14
a single course or a sequence of courses.15
(b) Each academic transfer module shall be equal to at least one college16
credit hour and modules can be combined to become the academic equivalent17
of a complete academic college course.18
(2) Align the content contained in each academic transfer module with19
the content standards and learning competencies established for the equivalent20
academic college course to which the module will be applied.21
(3) Develop testing, as necessary, to validate the content of each22
academic transfer module to ensure its academic equivalency to the college23
course to which the module will be applied.24
(4) Develop a process whereby academic transfer modules may be25
banked until such time as the student enrolls in an academic degree program26
offered by a public state community college and such modules can be27
transferred for academic college credit.28
(5) Ensure that career and technical education and industry-based29

such courses and course work to be eligible for transfer for college credit.1
(6) Collaborate and coordinate with the State Board of Elementary and2
Secondary Education to ensure that students enrolled in postsecondary career3
and technical education and industry-based certification courses offered4
through local public school systems and secondary schools shall also be eligible5
to earn academic transfer modules pursuant to the provisions of this Section.6
(7) Submit the individual academic transfer modules and the process7
developed to transfer the postsecondary credit earned through such modules to8
the receiving community college to the Statewide Articulation and Transfer9
Council for consideration and recommendations. With the approval of the10
council, the board shall submit the proposed transfer process to the Board of11
Regents for approval prior to implementation.12
C. The Board of Supervisors of Community and Technical Colleges shall13
submit a written report to the Senate Committee on Education and the House14
Committee on Education, not later than September thirtieth of each year,15
regarding the status of the implementation of the academic transfer module16
process as provided by this Section.17

§3168. Reporting19
 The Board of Regents shall submit a written report to the Senate and House20
committees on education, not later than September thirtieth of each year, on the21
status of statewide articulation and transfer of credit across all educational22
institutions in Louisiana as provided in this Chapter. Such report shall, at a23
minimum, include the following:24

(5) The status of the implementation of the academic transfer module26
process developed pursuant to R.S. 17:3165.1.27
Section 2. This Act shall become effective upon signature by the governor or, if not28
signed by the governor, upon expiration of the time for bills to become law without signature29
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If30 SB NO. 93	ENROLLED

vetoed by the governor and subsequently approved by the legislature, this Act shall become1
effective on the day following such approval.2
