Page 1 of 2 Regular Session, 2013 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 36 BY SENATOR MORRISH AND REPRESENTATIVE GUINN A CONCURRENT RESOLUTI ON To commend Earl Garber of Basile, Louisiana, on his election as president of the National Association of Conservation Districts (NACD). WHEREAS, Earl Garber, elected in 2012 as NACD president-elect, officially took office as president of the NACD for the years 2013 and 2014 in January, 2013; and WHEREAS, Garber and other officers of the national organization were elected by the NACD board at its meeting in San Antonio, Texas; and WHEREAS, as a licensed crop consultant and a rice, soybean, and hay producer, he has also served on the NACD Legislative Foundation Committee for the last four years; and WHEREAS, Garber stated that the seventy-year old NACD represents local district officers from across the nation, all with the common goal of natural resource conservation; and WHEREAS, Garber also stated that he looks forward to continuing to grow the NACD's impact on conservation and to facing the challenges of the future; and WHEREAS, he expressed his position that as the population of the United States increases, expectations of the nation's crop producers will change and additional demands will be placed on the nation's natural resources; and WHEREAS, with broad representation from throughout the country, Garber believes that NACD is uniquely qualified to provide the knowledge base for locally led decision- making and for encouraging a national forum for implementing conservation measures nationwide. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Earl Garber of Basile, Louisiana, on his election as president of the National Association of Conservation Districts.
